1c1hnti, 8talinabad. Eight years had elapsed since the Sixth Congress.
A total of 278 voting delegates were chosen to attend the Congress
and 269 arrived.

B. Oefurov, secretary of the TsK P(b) Tadzhikistan, gave the main
report of the Congress after the governing body had been elected on 20
Deoesmber. He stated that during the war 17,024 persons entered the party,
7,247 as members of V(b) and 9,777 as candidates, or a total of 17,024.
This growth continued in the postwar period with the addition of 6,533
members of VEP(b) and 6,289 candidates, in all 12,822.
However, there have begin several serious shortcomings concerning
acceptance into the party. Many persons admitted into the
unprepared and lxmature politically. Growth of the party were
party was weak in
respect to the key industrial trades and agriculture. Educational work
with tiaoae returning to the party was unsatisfactorily organized. Stnee
the issuance of the directive by the TeX VKP(b) concerning admittance in-
to the party, individual selection has become stricter.
The number of primary party organizations has increased 150 percent
since 1940 ant the number of Communists in them has increased 297.percent.
Uafortnnately, the principle of inner-party democracy is not observed in
,any rayons. During three quarters of 1948, 27 rayons, or 38 percent, had
not fulfilled the regulation concerning the dates for oondno*ing plenums.
Many regional committees ineffectively euperviae the primary party organiza-
tions, fail to control the activity of the administration, and make little
effort to discover the weaknesses of the activities under their supervision.
Many party organs are unsatisfactory in respect to their political
and organizational work in the masses.

u_iversities are in operation In the cities. -here are 520 persons study-
ing in Stalinabad University and 220 In Le.ninatad University. There are
57 night regional party schools, 805 political schools, 473 groups for
studying the Short Course on the iiistor of the VKP b), 636 groups for
studying the lives of Stalin and Lenin, 5 general educational schools
for leading workers, and 232 general educational schools for illiterate
and semiliterate co nunista. Betseen 1945 and 1947, approximately 19,500
Coaaunists finished some form of study in the educational network. How-
ever,'many of the Party personnel are still poorly educated, politically.
