The RustaTl heat and power plant was under construction throughout 1948.

A stew-?electric power plant has been constructed at 'Zilaye' Peat Bog.
A 7-kilometer blgh-voltage trenemieslon line has been installed from the plant

network with a length of several hundred kilometers. The most distant oil
fields and prospecting regions will receive electric power.
The main building of the plant has been finished and two turbines have been
.iratalled. The electric plant will receive its water supply by the 30-kilometer
Dossor-Iekine water main, now being built. Construction workers pledged to have
the plant ready for operation by 1 May 1949.
