r General eeetinge of kolkhoz and road workers and a rayon conference of
chairmen of village soviets and kblkhozee in Petroveko-Zavodpkiy Rayon die,
cursed the problem of road construction and repair. They appealed to all
ko.khoz and road workers, chairmen of village soviets and kolkhozes, and
directors of MTSs, sovkhozes, and enterprises in the oblast to speed road
construction work and put the 1:blaet's rondo in good condition within the
next few years.
The following pledges were made: to construct and repair 60 kilometers
of road and 480 running meters of artificial installation within the next 3
years in the rayyon; construct 5 kilometers of gravel road aid 9 kilometers
of '.mproved dirt road on the Srasnyy Chikoy tract, complete capital repairs
on 10 kilouatera of road, construct and complete capital repairs on x20 running
meters of tridges by 15 July 1949; transport to the construction areas 400
cubic meters of timber, 7,000 cubic meters of gravel, and 1,500 cubic meters
of stone by 15 April 1949.
After spring sowing, there will be a mass transfer of workers to road
construction, together with all traarport facilities of ko:khozes, !fl'Sa,
subsidiary economies, transport and other bnterprisaa in Petroveko-
Zavodekiy Rayon. Permanent road-building kblkhoz brigades will be created
and permanent repair ser:ioes will be wrgarized la 1949 along the entire
Petrovskiy Zarod - Srasnyy Chikoy road.

SS Despite the difficult housing situation in the city, the I~eout've
m"tee of the Chita City Soviet of Workers' Deputies did not maintain
effective control onousing construction in 1948 and did not require in-
dustrial directors to complete the 1943 construction plan. As a result,
only 14,000 square meters of housing were completed In 1945, inatcad of the
17,000 io aT Uters?which had been plaIned for completion by the end of the
year. Construction of the 34-unit apartment house and the water main have not
been completed. Only 1,270,000 rubles of the 1,710,000 allotted to city con-
struction work were utilized in 1948.

Road and bridge construction is progressinb'slowly. The decision of the
,+xeoutive eoamittee to recruit enterprises and organizations for city con-
structi^n work was not carried out, and industrial aid to construction is on
n very limited scale. The Administration of the Tranebaykal Railroad System
has not invested any money in improvement of Zheleznodorozhriyy Rayon, although
the majority of the population are railroad personnel; the Zabsykalugol'"
Truot he a similar relation to Chernovekiy Rayon. The city's population, on
the othdr hand, took active part in improving the city, spending 79,357 work-
days in the summer of 1948.
Thu Government is allotting nearly 4 million rubles for city improvement
in -49. The scope of work can be increased considerably above the plan if
th,^. iopulr?.tion and the city's enterprises follow the example set by the workers
of the Administration of the Ministry of Internal Affairs and the Tranebeykal
Militaq District who were of tremendous assistance in city construction in 1948.

The Petrovek-Zabaykal'akiy City i eoutive Committee concluded 186 con-
tracts for todividaal house construction in 1948, and 60 of these hcu.es have
been constructed. Four, new streets, Lermootovekeya, Mayakovskaya, Balyaginskaya,
and Third Kuzneohnsya, were laid out in the city in 1948. Fifteen new contracts
for houses were concluded in January 1949, this will result in one more street
to the city.
