A plenum of the ArkhangelTsk Oblast Committee.of the V$P(b) on 7 April
discussed measures to ensure completion of the 1949 logging and hauling
plans. Latunov, first secretary of the Oblast (:oamittee, speaking on this
problem, noted that timber managements and timber-transport managements
were operating =satisfactorily despite material and technical improvements.
The timber-hauling plan for the fall and winter season was not fulfilled.
Conaoruction of new mecban"-zed enterprises has been inadmissibly slow. legging
`.rusts have failed to create staffs of permanent workers and to train super-
visory personnel.
The, :lemum called for fulfillment of the steer logging plan, as well as
for compen9ation for losses during the first quarter, and completion of the
construction plan.

The rate of logging in Chita Oblast is still not euffiolent. As of
1O.Ja ruar7, only 68 percent of the season plan for logging had been fulfilled.
and only 58 percent of the transport plan. The plane for assortment and quality
are n-3t being fulfilled. The logging enterpriser, primarily "Chitles" Trust,
have not vsde sufficient use of the tremendous amour::. of assistance given them
by the State. The "Chitles" Trust fulfillw: only 4,7 percent of the plan for
mecheniaed logging and atilt' 12 percent for mechanized hauling. Only 50 percent
of the plan for meobsnized transport of timber was fulfilled.

Workers of the Ryazan' Oblast timber industry and kolkhozes fulfilled
the fall-winter plan for logging and hauling.
