The following veretcn regarding conditions in Vu-hies, Riangeu Province,
after the Communist occupation on 23 April was given by a merchant who recently
returned from that city:

"Sea.use the occupying forces were mostly irrrperienoed boys in their

trol but few experienced administrative personnel had been sent to the city.
"After the Communists took over all newcpaper firms, the Sn-non Jit-vao
(South liangan Daily) was put into circulation. Since it only gives coverage
of Communists' ideo7.ogy and military suocessee, its popularity with the people
is negligible. The businessmen have reopened their shops, but trade in carried
out mlj on a limited scale. They are still confronted with the problem of
paring their employees. Factorise have resumed operation but are permitted
to sell their goods only to the designated Communist trading company.
'Althou& IM gold-yam certificates were allowed to circulate as lagal
tsmder until 13 Msy, all merchants immediately refused to accept then. This
resulted in trade confusion.
The biggest boom was enjoyed by the amusement plrces which realized an
unprecedented business. Many of the Communist troops who patronized these
plasos were overuheimeu by the gadgets of modern civilization."
