Hal-eh'eng, Hein-yen, Hh-ehan, K'usn ;ien, Fu-shun, An-tong, Yang-oh'eng,
Haan-Jen, Pen-oh'1, Hsi-an, Ha,i-lung, Tung-feng, Eli-feng, Ch'ing-yuan, Hein-pin

NORTHWESP LIHM,UED AREA ESTABLISHED -- Wen-hul Pao, Pb May 49
Eatabliehed in February 1949, the NortLweet Liberated Area roughly includes
the western half of Shanai, all of northern Shensi, part of central Shensi, and
sections of Kansu and Ningaia provinces. At the end of March 1949, the area
included 114 heiene and municipalities, a total area of 206,460 square kilometoze,
total population of more than 7,640,000, and approximately 56 million mou
cone acre equals approximate, 6 mou7 of arable lend.

The Northwest Liberated Area is d;vlded into three administrative districts
and their aubdietricte as follows:
Shensi-Kanou-Ningxia Administrative District
Consists of nine subdietrlcts and c=,0 heien?, is approximately 120,000 aqua=?e
kilometers in area, and has a population of 1P,783,000-
1. Yu-1in Subdistrict -- five heien; Yu-lin, (new heien, formerly
Chen-ob'uan), Hen-shah, Shen-mu, Fu-ku, and Shen-fu (formed from sections
of Shen-m3 and Fu-ku).
2. Sul-te Subdistrict -- six heien : Sui-te, M1-chip, Chia, Tau-Chou
(nev heien located vest of Sui- ce), Ch'ing-chian, and Wu-p'u.
3. Yen-en Subdistrict -- seven heien: Yen-an, An-sai, Chih-tan,
(formerly Pao-an), Tau-ch'aug (formerly An-ting), Yen-ch'uan, Yen-ch'ang,
and San-ch'uen.
4. Sao-pion Subdistrict -- five batons, Ting-pien, Ching-pion, An-pion,
Yen-ch'1h, and Wu-oh'i (new heien located vast of Chih-tan)
5. Lung-tung Subdistrict -- six batons: Ch'ing-yang, Ho-shut, Hua-oh'ih
(new heien located north of Ho-shut), Ch'u-tsu, Huan, and Chen-yuan (nev
heien located vest of Ho-ehui).
6. R1ian-cbung Subdistrict -- ten heien : Hein-cheng (nev heien located
northeast of Heun-1), Hein-ping, (nev heien west of Ma-lan), Yao, Shun-hue,
San-yuan, Tung-ch'uan (formerly Tz'u-kuan),.FU-p'ing, Kao-ling, Ching-yang,
and Ma-jun.
7. Huang-lung Subdistrict - six heiere: K'uang, Lo-ch'uan, I-ch'uan,
I-chug, Huang-ling, and Huang-lung.
8. T'ai-li Subdistrict -- eight batons: T'ai-11, Han-ch'eng, T'ai-yang,
Ch'ing-ch'eng, Pal-ehui, Chao-i, P'ing-min, End P'u-ch'eng.
9. Pin Heior. Subdistrict -- seven foi 7 heien . Hsun-i, Pin, Ch'ane-vu,
Yung-Chou, Ken, end Lin-yn.
Northvept Shanks Administrative District
Composed of four eubdietricte W, 23 heien; has an area of 45,700
egnsre kilometers, and a population of more tYan 2,139,800. It consists in
part of the Shnnai portion of the former Shansi-Suiyuan Border Region.
1. Wu-chai Subdistrict -- six heien : Ho-ch'u, Pao-to, Wu-chat,
Shen-ch'ih, P'ien-kuan, and Ch'i-lan.
2. Id-ship Subdistrict -- four heieaa: Lin, :l-ehih, Chung-yang, and
Fang-shan.
3. forthern Yen-men-kuan Subdistrict -- seven batons. Shuo, Sban-yin,
Huai-den, P'ing-lu, Teo-yun, Yu-yu, and Ta-t'ung.
4. Southern Yen-men-kuen Subdistrict -- four batons: ling-vu, Tel,
Ching-lo, and K'uo.
5. Special Hsiet,s (controlled directly by the Administrative Office):
Being and Ian.

more than 2,6~0,000, It was formed by a merger of Subcistricte 9 and 10 of
the Corner Shansi-Suiyuan Porder Region end,Subdiatric? ' of the T'ai'yo
Administrative District.
1. Hsi-hai.en Subdistrict -- eighhsiens: Eel, P'u, Ying-bo, Ta-ning', Shib-
lou, Fen-het, Hung-tung, and Chao-ch'eng.
2. Hsieh-chiang Subdistrict -- seven listens; Hein-chiang, Fen-ch'eng,
Haieng-ning, Chi-shah, Ho-chin, Chi, and Ch'u-vu.
Fun-ch'eng Subdistrict- 133 hsiens: ,ui-eh;eng, Lin-chin, Was-ch'uen,
Wen-hei, Ping-ling, An-i, Hela; Yung-yu (now heien forged from section of
Yung-chi and Yu-heiang), Yung-lo (new helm formed from sections of Yung-chi
and Jui-oh'eng), I-shah, Chieh, Jung-ho, and Yun-ch'enk.
4. Two Special Helens and One Municipality - Lin-fen, Malang-ling; and
Lin-fen (municipality).
SXENS'I-MM-NINGSIA ADMINISTRATIVE CHANGES -- Hue Shang Pao, 2,2 May 49
The Shensi -K nsu-Nin sla Border Region Government has abolished the
Northwest Shansi Administrative Office and set up the pia-chai(ln northwest
Shansi) (Ueda: 135, 2393) Central Special Commissioner's Office, which will
be under the direction of the South Shansi Administrative Office. The new
office will be in control of Special Commissioner's Offices in Northern and
Southern Yen-men-kuan (12957, 12709, 12790), L1-shih (1'001, 7954), and of
?098) has
certain directly controlled helms. Chao Ping-i (11479, 481(,
been appointed Comaissioner.
NORTH CHINA NAVIGATION OFFICE SZT UP -- Ta Ku-1g Pao, 29 MAY 49
An Inland 1Savigation Office has bear set up In T'ien-thing. Its duties
are to register boats, maintain waterways, and supervise transport. It
also manages the North China Water Tran9port Company and lie 60 or 70 boats
amounting to 100,000 tone. Eight tram?crt offices will be eat u)?+a1mg
the waterways, of which four are already In operation of Lin-ch'ix,g, Ts-thou,
Twang-chow and Su-ch'iao.
