More than 400 workers and employees of the Gorlovka Machine-Building Plant
imeni Kirc.v entered a DOSARN unit 6 months ago. They expected to engage in, sports
and acquire a military specialty,, in the now organization. but so far these plane
have failed to materialize. The work of the new organization has been haphazard
and unsystematic, and has amounted to only a few talks on the tasks of DOSARM
and some shooting matches in which only a few of the unit's members participated,
The reason for the stagnation is that the organization, headed by
Lieutenant B,itenov, Reserve, did not know hcv to begin the work nor how to
teach military science. :Not once did Britanov appeal to Bogelyue, cbair:naa of
the Gorlovka City DOSARM Orgburo, for slid, nor was he able to make any
renowendations to improve the plant organization's work. His excuse was that
he was baiting for orders from above. In affect, howervor, a pzvgeam of action
,4ad boon worked out for DO$ARM primary organizations.
The All-Union DOSARM Orgburo lesuad a decree on "the Organization of Mass
Instruction, Military and Sport Activiti,ec, , aid 11ropagatior, of Military and
Te:bnical Liowledge in DOSA.BM Primary Organizations," which clearly defines
the tasks of the society's lower units. It recommends the establishment of
groups to study weapon parts, antiaircraft aml chemical defense, radio, USSR
Armed Forces Regulations, topography, automobiles. and telephone and telegraphy
as wall as Voroshilov sniper groups, and dog service groups. The decree also
recommends such mass military activities as tactical studies, marching, mctlitary-
sport.contests competitions, etc.
The'' Stalino Oblast DCSARM Orgburo received thin decree before the end of
last year, but lather than reproduce and disseminate it to local organizations,
Tsatsenkin, chairman of the Obast Orgburo,, decided to wait for more copies to
be sent from Moscow, This Orgboro always seeds out orders in such numbers as
are received from the Uioainian SSR Crgburo; if five copies of an order for
a shooting hatch are received'by the oblast, they will, be sent out to five
rayonu. There are many other examples of the Oblast Orgburo's failure to
diesemtlnate properly Republic orders.

Lieutenant Safonov, Reserve, coaches the, pe nent shooting teams. When the
unit was created at the-mine, it was estlmatee that 82 members of the society

A large number of DOSABI4 members, however, through the negligence of
the Stalin Oblast Orgburo, have not as yet become acquainted with the All-
Union lrgbure dac'ree. So far, it is unknown in (,orlovka and. Makeyevka,
and in Amrrosiyevakiy, Avd.eyevakiy, Khartsyzakiy, and other rayore of Stalino
Oblast. Most of the DOBABM organizations in these places exist only on paper
and. have carried on almost no practical work.
Among these is the DOSABM organization of the Gorlovka Machine-Building
Plant imeni Kirov. The chairmen of the Gorlovka City Orgburo has :eny times
asked. the Oblast Orgburo for concrete instructions on the operation of lower
organizations, b=t all his requests remained unanswered, and the work of the
primxrg organization at the pibs4 is slipping constantly.
