Nan-ching, 22 July 1949 -- According to reliable sources, peasants :n
the Northeast are leaving their w?.rk, destroying machinery. and engaging
in guerrilla activities. Responsible Chinese state that farmere are
destroying bridges and rail lines e A !,%maging industries. The exact
magnitude of this movement is not clear, but high CCP officials speak
of it as "very serious" ane _ttribute it to bandits and BMP agents. CCF
patrols 9re reported to be undergoing attack. The CCP looks upon the
Northeast es an important f._.ctor in the modernization of all of China
and heretofore the farmers have been its most faithful supporters in the
area.
According to the CCP Nov China News Agency, the CCF have quelled,
in Kiangsu and Anhwei, scattered peasan` resistance led by?ffidr agents,
landlords, and bandits. Most of the opposition is motivated by heavy
taxation and is not of a political nature. One farmers' group in
North Kiangeu has the slogan "Oppose the Commuriste and Aastroy the KM1.!
The peasant movement in North Anhwei is also of this nature. In resist-
ing tax collection, poorly armed peasants atta.ked CCP troops and killed
one officer. In these areas the powerful CCT can only demonstrate a
peaceful attitude toward the peasants. The CCF is now erperdencing what
the HMP forces experienced before them.
Competent observers believe that in the future the peasants will
dev.1op a formidable resistance to the CCP. The peasants nt present
hI, re to support the CCX''s m.' litany program and in the future will have
to be. the brunt of the CC?'s ambitious industrial plane.
