The kray has a tremendous potential for expanding millworg and production of furniture, various conetruction ma`erialr, paints, lacquers, household goods, metal gocle from waste products of union industry enterprises, and food products. Local and cooperative industries, however, are operating completely unsat- i9factorily. The Kay Administration of Industrial Cooperatives (director, .ykin) fulfilled only 85.7 percent of the first quarter 1949 plan. More 6han one half of its artela continually ieg behind plans for production of consumers' goods. Enterprises of the Bray Local Industry (director, Vruhlev- are also foiling to meet state plans. In 1948, industrial cooperatives fulfilled only 29 percent of the year plan in regard to asecrtment, and in the first quarter 1949 produced only five of 29 planned products. The kray is producing only small quantities of furniture, brick and other construc- tion material,, roofing paper, soap, children's toys, and other products which do not require imported raw materiels. The amount of unsalable goods in warehouses of enterprises of local, light, and cooperative industries has amounted to almost 3! million rab?es. Such conditions are the result of weak control on the part of bray and Oblast administrations of cooperative and local :rduetry, any local Party r_nd soviet organizations. The main reason for the seriousr^ade condition is failure to utilize fully the potential traits facilities. Many stores lack the designated assortment of industrial end food prod-acts. The selection of sayeage, fish, and bakery products is extremely limited. There are interruptiope in the flow of suck necessary supplies as salt and matches. Children's shoes and ready-';o-wars are scarce. "Kooptorg" (Cooperative Trade) stores, s!hich supply agricultural pro- ducts to the city's ponuletion, continue to operate unsatisfactorily. There ore no cabbages, tLautoes, cucumbers, milk, terries and other products for sale. Trade and public eating enterprises have .tot made sdequate preparations for spring and summer trade of perishable c:um:odltiee. The majcrlty of stores and dining halls are not equipped with even the eimp!.est refrigerating installa- tions. -Many eating places are unsanitrry end ;eve poor duality and a limited assortment of male. By the beginning of the second quarter, the city's trade network had accumulated 12 million rubles' worth of goads which were e.',ther out of sea- son or not needed in the city. Financial pla::ning is nonexifiitent in the majority of trade organizations, with the ruenlt Vat they oftbn become in- solvent. Local aria cooperative industriea are not meeting their obligations to expand assortment and improve quality, and their prices continue to bo high. The warehouses of "Gorprom'-ombinat" (City Ind,o;trial Combine) had 210,000 rubles of unsalable and poor-quality goods by the beginninn of the second quarter.
