Chan Si-wu, Miuieter of Comserce, summoned a 4"nir?. Cnrit'erence of loca'_.
chiefo of the trade bureau on 29 Novesber 1848 to consider the problem of
storage and distribution of consumers' goods during the winter. Following
a report by Lee Sang-~o, chief of the Central Trade Bureau, the conference,
promulgated the follow'~g Qirectives:
a. To insure 'the smooth flow of commodities, all local chiefs of the
Trade Bureau are directed tc maintain eenetant con*?act with the Ministry of
TTanaportatlon. Furthermore, it Ss directed that every local diotrib?itor shall
maintain a system of continuous survey and determine the reed for 3oxle. 6uch
reports shall be submitted to the Central Trade Bw^aau perlo4ically without
failare.
t. Bpecial care shall ba exercised to irujure immediate shipment of
winter commodities such as fresh pol.lack, fruits, ra~? cotton, fabr?c goods, wd
other marine products.
c. A continuous inventory system obeli be maintair}ed for all non-
periehabie aogmoditiea. If certain commodities are found to have been in
storage for a long time, s careful investigation eha.;1 bo mA4.e to detbrmine
the a_uQc.
d. Adequate warehousing facilities shall be ,provided to protect
commodities from insects, atmospheric co~ltions; thievery, etc.
