The Organization Section (Tsu-chih pu) of the Northeast Bureau of CCP Central
Committe., recently issued a statement calling for a membership drive in mines and
factories, particularly public enterprises. The statement indicated that conditions
were ripe for broadening the worker base of the party. Primary objects of the drive
will be the older, more experienced and skillful workers who have a high degree of
political awareness, model leaders in various mcvamente, cadres in labor unions,
and Youth Corps zwmberu.
An editorial in the Jih, organ of the Northeast Bureau, states
that there can be aU great advance in economic recovery and expan_.nn without the
participation of the workers in the leadership of the program. The paper points
out that in order to increase the number of party members it will to necessary to
mobilize -ill the preeeni; members into working teams devoted to the purpose of

On 14 August 1949, Huang Shao-hsiung and 43 other NT members issued a
statement which was enti.tiled "Our Rocognition of and Policy Toverd the Present
Stage of the Revolution." The statement declares that KMI' mmbers who are faith-
ful to the San-min Chu-i and to the people should awaken to the fact that they
should break with the reactionary K1 government, start anew to unite in order to
establish a new revolutionary government openly dependent on the people, follow
Sun Yat-sen's teachings, which is to cooperate with Communism, and build a new
China. The declaration states that this is the only means by which a positive
ccntributicn may be made at this stage of the revolution and the KMT be regene-
rated,

Much respect had been created for t:c stand that Huang Shao-hying and the
43 other HMT members have taken agaiuast Chiang Kai-shek and his reactionary
group. It is believed that all pa ziotic IM members will follow their
example and add rower to the regeneration movement.
The KIT, under the guidance of Sun Yat-sen, made a gr'at contribution to
the revolutionary movement in China. Dnd r Chiang Kai-shek's leadership, the
doctrine and the people have been ignored, and the D therefore is no longar
qualified to lead in the revolution. It is hoped that the EM will revive its
former revolutionary spirit. She will then be able to make her contribution to
the New China.
