A new heavy-duty high-pressure turbine has been installed and is in
operation in the Frunze Heat and Power Plant in Moscow.
It was re-ported at a neet'.ng of the presidium of the Ieningred C' L:ot
Committee of the Electrin Power Plant Workers' Trade Uniou that the boiler
of the First ZS had been repaired in 10 days instead of 20, with a saving of
3,140 mnn-hours, and that the boiler of t::o Eighth CRS had been repaired in
15 deye instead of 35.
Turbogenerator No 1 of the Stalinogorsk State Regional P',,rer Plant has
been repaired in 4 days instead of the 6 days usually required. The ehor.ened
repair rims permitted a saving of 120,000 rubles.

Construction of the Khabarovsk Heat and Power Plant in Stalinskiy Rayon
of Khabarovsk was begun just before World War II and was renewed at the begin-
ning of this year. The plant will eventually supply the entire poker sheds of
the city. The plan for this year calls for improving the praseat temporary
inwcallatione, construction of a garage, warehouses, adminletratton building
and two houses; construction of the plant itself will begin in 1950. The city's
enterprises have given considerable materials and transport facilities with the
result that, in a short time, capital repairs were made on the machine and
foundry shops, the drier and sawmill were reconrcructed, a:an a large housing
area in the wcrkara' s'ttlament put in Rcdar. A railroad -jiding has bean
laid up to the construction area in artier to bring in .aaterials.

There are very few experienced foremen and bricklayers. Khabarovsk enterprises,
scheduled to send 500 workers to the project, have sent only 80, most of whom
are inexperienced '.n construction work. The project also lacks sufficient ma-
chinery, such as concrete mixers and conveyors, which should have been provided
by the city's enterprises. The project has no telephone communications with
the city, although it is 10 kilometers away.

In the Ukraine before the war the utilization of waste heat from electric
power plants was inaugurated. In Tul'chin, Vinnitse. Oblast, heat from a small
900-horsepower Diesel electric power plant was used to heat and supply hot water
to various bbuildinge in the town. In all, 30,000-40,000?rubles were spent to
lay the steam pipes and recovery boilers, and during the 1940-41 season more
than 1,000 tons of coal were saved. Utilization of the Tul'chin electric power
plant was raised from 28 to 76 percent. Similar projects were undertaken at
the Chernigov and Beloteerkov electric power plants. For the development of
small-scale heating, the production of recovery boilers was organized in the
shops of the "Ulrkommunenergostroy" (Ukrainian Commmal Power Construction)
Trust. However, the war put a stop to operations.
Since the war, erc;all-.scale heating projects have been given to the
"0rgkcamaunenergo" (Organization of oiimunal Power) Trust. According to the
plan,district heating was to to employed in ten electric power plants, includ-
ing plants in Moan', Cherkasey, P..khtyrka, Konctop, Proskurov, and Vinnitea in
1947. However, as yet, operations have been carried out in only three power

trol over projects. The "Orgkommunergo" Trust is also not taking the proper
measures to implement the program.
As formerly, much heat is wasted, and there ere excessive expenditures of
fuel and funds. Most enterprises are heated b' expensive imported fuel, live
steam, and even electric power. Heating boilcre and furnaces are being built
stead of recovery bo-*lers, and evaporators and cooling basins have bean built
to dispose of waste steam. In the Proskuro??.electric tower plant a se;oaid evap-
orator is being built to cool water from mobile steam engines and Diesels, wheseae
this water could be used for heating enterprises and living quarters.
In the bast communal steam turbine electric power plants in the Ukraine,
utilization is not more than 14 portent, end in the Dieool power plants, not

Thus, only a mall -,art of the fuel Is used to generate electric power, smelt
