Shen-yang, 29 lugrot (NC1QA) -- The People's Delegate Assembly (jen mi.n
piao hui-i) was formally opened on 21 Auguet 1949 and adjourned on 26 August 1949.
On 26 August 1949 the Northeast People's Government was formally created.
On 21 and 22 Aug?tnt 194?, Lin Fong, the chairman of the Northeast Executive
Cittee (hying-thong wei-yuan-hui), and Sao Sang, the secretary (Chu-chi) of
the Northeast Bureau of t;:e CCP Central Cca aittee (Chung-kung chung-yang tong-poi
chf), gave individual reporte on the activities of the Northeast Government
covering the past 3 years and the future aims of the administration. On the
third and fourth days, the 11 delegation groups were divided into small groups
to study the two reports, which 'tare later supported by the waole bcx.V.

Northeast Branch of the China Democratic League (CDL), and Independents Ch'e

set forth and appreciation was voiced for the aid granted by the COP and the
Northeast Executive Committee.
It was also recognized, at the meeting, that the people of the Northeast
must enter into an .netorit, program, increase production., l?:az, cons t`ucIlvely
from Soviet Russia, and pnact:.ce scientific methods before important tasks zety
be completed.
On the fifth day, the Assembly passed the principles of organization of the
Northeast People's Goverment and also measures governing the election or
meabers to the Northeast People's uovernment Council. The Secretary of the
Northeast Bureau, Li Fu-chunn, represented the Resolutions Review Committee
(t'i-an when-ch'a wei-yuan-hui), making a report or the submitted proposals.
They included the 584 motions submitted, which had been divided and transferred.

program of the Northeast People's Government.
2. Approval of the report of the government's activities covering the
past 3 years, given by Lin Feng, chairman of the Northeast Executive Ccumittee.
3. Sup;,srt of the new Political Consultative Conference, and the speedy
establishment of a democratic coalition government.
4. Strengthening of the activities of the Sino-Soviet ienciship Society
and the relations between the Russian and Chinese peoples.
5. Support of the one-year trade pact between the tSSR and the Northeast

measures deoigned to benefit economic reconstruction and aid the entire nation.
Li Fa-ch'un made the closing remarks, stating that the success of the 6-
day meeting Shay be attributed to the cooperation of the various classes of
people in the Northeast.
