domestic and four foreign news reporters; conference time, 4 hours.
J.. Prior to opening of the conferonce, Chou En-lai repotted on the number
of conference delegates in the various delegation unite, and on the number
who had arrived in Pei-ping.

1. Four reports by the Preparatory Committee of the conference by the
following: Mn Po-ch'u, head "f the Coamittea Secretariat, on activities of
the Committee; Van Ping-shan, head of eubccmeaittee No 2, on the draft of the
Organic law of the CPPC; Tung Pi-vu, head of subs ittee No 3, on the Organic
Taw of the Central People's Government of the China People's Republic; and
Chou En-Jai, head of subcommittee No 3 Lsic7, on the Common Program (kpng-t'
ung kang-ling) of the CPPC.
(2) for drafting the Common Program of the CPPC, (3) for drafting the Organic
Law of the Central People's Gavernment, (4) for drafting the CP1 plenary session

revise the draft of the Cannon Program.

garding conference activities, and to the current domestic military situation.
