Tokyo 16 October (CPA) -- TWO secret agreements, the Ha-erh-pin (Harbin)
.",graement _.d the Mnarow Pact, were recently concluded by the Chinese Coffinuniet

eignty over China. The contexts of the agreements are ae fcllowe:
Ha-erh-pin Agreement
1. In both foreign and military effalre, the USSR will give oomplete sup-
port to the CCP.
2. The USSR and CCP will cooperate in developing Portheaet economy.
3. The CCP will recognize the special lend end air communication rights
