On 24 September, the weather in the northern and northeastern oblaete
and in the Urals.remained cold and cloudy. During the first 12 hours precip-
itation fell in the form of drizzle and envy. Daytime temperature in Syktyvkar
was 2 degrees, in Sverdlovsk and Ufa, 3, and in Chkalov, 6 degrees above zero.
In the root of European USE, prevailing weather remained relatively warm,
sunny, and dry during the day, and cool at night. loon temperature was nearly
the name all over, about 12-15 degrees, with the exception of the Simferopol',
Odessa, Kishinev, and J.'vov areas where it rose to 17-18 degrees. At night
there were .frosts in the northwestern oblasts, east of Belorussia, in the
oblaets of the. central chernozem area. In Sumy, Poltava, and Khar'kov oblaete,
night temperature dropped to 2-3 degrees below zero, and along the middle Vo1E.,
to 6 degrees below zero. In southern Ukraine and the northern Caucasus, night
temperature did not go below 5-10 degrees above zero.
In the piedmont republics of the northern Caucasus, it rained during the
night, in some places as much as 10 millimeters,
In Transcaucasia during the first 12 hours it rained heavily, in some
places as much as 13 millimeters.

in the farm of rain and snow fell at night.
Central Asia is warm; daytime temperature continues to be around 22-25 degrees.

On 26 September, most of the Europgan USSR had warm, dry weather in the day-
time and cooler weather at night. In the western oblaete and in t#e, south (Riga,
Minsk, l'vov, Odessa, voroshilovgrpd), daytime temperature ranged around 17-18
degrees, and in the central oblsete (Moscow, Tambov), around 12-15 degrees.

In the lower Volga oblaets, beginning at Gor'kiy and extending to Chkalov, it
was a11ghtlp colder, 11-14 degrees.
Only in the extreme north and northeast does the weather continue to be
unstable. Cold alternates with precipitation in the form of rain and snow.
During the first 12 hours of 26 September, there was precipitation. in llarelo-
Finnish 8,5E where 8-20 millimeters fell, In Arkhanga2.?ak, Vologda, Molotov,
and Sverdlovsk oblasts, in Kcmi.ASSR, and in Udmurt ASSR. Daytime tempera..
tare in Syk?tyvkar was 3 degrees, in Arkhangel'ak, 4, and in Ufa, 5 degrees
above zero.
During the night of 26 September, frosts were observed in the entire
territory, reaching frn Arkhangelsk, Kostroma, Fenza, and Ufa, eastward.
There were also ground frosts in Stalingrad and Rostov obl.aets; in a number
of oblasts in Central European USSR, and in Belorussia.
Rainfall alhdmoed in the piedmont repel"olice of the northern Caucasus.
In the first 12 hours of 26 September, total rainfall amounted to one milli-
meter. In Transcaucasia it is continuing to rain.
in Siberia the weather as far east as lake Baykal remains coon. Daytime
temperature was about 5-7 degrees in western Siberia and about 9-13 degrees in
Krasnoyarsk Kray and Irkutsk Oblast. Frosts occurred all over during the night.
Rain fell in Kurgen, Tyumen, and Cmask oblasta during the first 12 hours of 26
September. The rest of the territory had no rainfall.
Central Asia was warm during the day, 20-25 degrees, and cool at night,
the temperature dropping to 4-6 degrees above zero.
On 27 September, in the northern and northeast oblasts cold weather with
precipitation in the form of rain and snow continued. Daytime temperature
in Sverdlovsk was zero, in Kirov, 4, and in Arkhangelsk 5 degrees above zero.
The weather has become worse in the northwest and central oblaete and along the
middle Volga where, during the first 12 hours, slight rains fell (1-6 miii -
meters). Today, daytime temperature in Ufa was 7, Chkalov, 8, Gor'kiy, 9, and
Kiybyehev, 10 degrees.
In the rest of European USSR, the weather remained dry, sunny, and warm.
Daytime temperature was about 17-19 degrees.
Cold weather, continuing ln\the northeast oblasts, lowered ground tempera-
ture 2-6 degrees above zero to a depth of 10 centimeters. In the central oblasts,
the temperature of the ground 10 centimeters below the surface remains around 10-
12 degrees, and in the southern oblasts, about 14-16 degrees.
In western Siberia the weather remains cold with precipitation in the
form of rain and snow.

On 28 September, cold weather with precipitation in the form of rain and
snow remained only in the extreme northeast European USSR. During the first 12
hours, freezing rains in Komi AS&t and rains with snow were observed in Kirov,
Molotov, and Sverdlovsk Oblasts. Noon temperature in Ufa was zero, in Sverdlovsk,

Kray. Daytime temperature in Novosibirsk was one degree above zero and in Larnaul,

time temperature being 18-20 degrees. Most of the territory had no frosts with
the exception of the northeast areas and the Urals, where minimum ground tem-
perature was 5-6 degrees below zero.

On 29 September the weather in the central power Volga region and in the
Urals was warmer than it had been the day before. In the Ufa-Sverdlovsk area
the temperature rose very sharply by 8-10 degrees. The remaining European USSR
grew colder, especially in the north and northwest part where there was a 4-6-
degree drop in tm pe t,:.,..
Noon temperature in Arkhangelsk was about 6 degrees, in Syktyvkar and
Vologda, 7, in Sverdlovsk, Kirov, and Gor'kiy,. 9-10, and in Leningrad, Moscow,
Ufa, and Chkalov, 11-12 degrees.
In the rest of the European USSR the temperature was i6-18 degrees, and
in the Crimea and northern Caucasus, about 20-22 degrees.
Yesterday evening, surface frosts of 2-5 degrees and ground frosts of 2-10
degrees were observed further east and north of Syktyvkar and Ufa, and even more
severe frosts in the southern Urals.
During the first 12 hours of 29 September, there was precipitation in many
parts of European USSR and also in parts of Smolensk, Tula, and Ryazan oblasts.
In the south rains were observed only in the Krasnodar area.
Western Siberia continues to have cold, uz.etablc? weather with precipita-
tion. Daytime temperature in 5-7 degrees. Frosts occurred only in the northern
part of the agricultural zone. In eastern Siberia and the For East it is warmer
than in western Siberia, and there is less precipitation.

Cm 30 September, in cuinperieon with the previous day the temperature I-
--creased 2-3 degrees in the entire European USSR west of the Arkhangel'ek-Vologda-
Kalinin-Bryensk line. East of this line it grew colder. Eat of the Kirov --
Sverdlovsk - ? Rostov-on-the-Don -- Stalingrad line, the temperature dropped by
5-6 degrees.
In Ust'-'leil'm, Komi ASSR, and Sverdlovsk, noon temperature was about 3
degrees; in Syktyvkar, Kirov, and Ufa, 4-5 degrees; in Vologda, Gor'kiy, Kigbyahev,
and Saratov, 9-10 degrees; in Petrozavodek, Moscow, and Tambov, 11; and in. Lenin-
grad, Kursk, and Stalingrad, 13-14 degrees. Further west, it was about 15-17, and
in the extreme south, 18-20 degrees.

perature, the growth of winter crops in the north and east has slowed down and.

Eastern Siberia is relatively as warm as before. Rain is falling In the Baykal

On 1 October, murky weather Irevailed in the northern half of European
USSR. It was cool in the western and central oblaste and cold in the male.
Daytime temperature in Sverdlovsk was one degree above zero, in Ufa, 2, In
Chkalov, 4, in Leningrad and Kazan, 9, and In Moscow and Cor1kiy, 11 degrees
above zero. Yesterday, during the first 12 hours rains fell In Arkhangel'ek,
Vologda',. Pakov, Velikiye Luki, Novgorod, YaroslD.vl', Ivanovo, and Moscow oblasts,
and in Lithuania and Latvia. Rain and vet snow fell in Komi ASSR and Molotov
Oblast.
In the southern half of the territory, the weather was warm and dry. Day-
time temperature in Lvov, Dnepropetrovsk, Voroshilovgrad, Tambov, and Seratov
was 16 degrees, in Krasnodar, 17, L- Odo-?-ea 1^
above zero. In the oblaete east of the.Kirov-RyRyazan-Is har 'ko'eropoln, 20 degrees
in Stalin Oblast surface frosts were marked. v-Zhdan?v line and
Sprouts of winter :,cheat are appearing n the Belogarek region in tie Crimea.
Rye and .+heat have begun to grow in Trsnscerpathian Oblast.
In western Siberia, the weather continues to improve. Yesterday, precipita-
tion during the first 12 hours was noticed only in the northern regions of Tyumen
Omsk, and Tomsk oblasta. The remaining territory as far as Lake Baykal had no
precipitation. Daytime temperature in the Omsk-Novosibirsk region was about 7-10
degrees above zero. Conditions for doing field work have improved.
In the central Asian republics dry, warm weather is continuing. Daytime
temperature in Tashkent and Stalingrad was 25 degrees above zero.
