Bei-an, 31 October -- The Ningsia People's government was formally established
on 29 October by order of the Shensi-Bansu-Ningsia Border Region government. P'an
Tzu-11 (Ueda: 653)4, 9602, 856) ha e been designated governor, Li Ching-lin (4735,
11558, 4803), Nh Thing-pin (13680, 14446, 11386), and Sun Tien-ts'al (2282, 5809,
3661), first, second, and third deputy governor, respectively, and Yang Te-chih
(5123, 3172, 319)4) and Chn Min (4717, 4262), committeemen.

Shan-wei, 23 October --TheShan-t'ou Military Control Commission was form-
ally established on 22 Octobek A.th Tseng Sheng (Ueda: 4661, 7461) as chairman
and Liu Irang-sheng-(840, 5957, 7461) as deputy chairman. Mang Ta-yuan (14693,
'...?.029, 6310), mamager of the Mtn7sheng Textile Mill in Shan-t'om. reported that
the Commie occRYatton of the city was carried out smoothly atter the evacua-
tion by the EAT forces. Although unconfirmed, it is said that the Communist .
leaders of leangtung are planning to designate Tsang Shong as mayor of Shan-t'ou.
RIA-MN MILITARY CONTROL COMMISSION -- Wen-hui Pao, 28 Oct 49
Beia-ben, 27 October (NCNA) -- The Baia-men Military Control Commission
was formally established on 20 October 1949 by order of the East China Military
DietriCt Headquarters with Yeh Fei (Ueda: 9966, 13495) and Huang Thio-hsing
(14693, 6776, 4499) as chairmen and deputy chairman, respectively. On 21 October,
the Hats-men People's Government was formally set up by order of the Fukien
Provincial Government. Liang Ling-kuang (11967, 13092, 567) was designated
governor and Chang Wei-tzu (3065, 8879, 9830), deputy governor.

COMMISSION ESTABLISHES INDUSTRIAL SECTION -- Wen-hui Pao, 31 Oct 49
Shang-hal, 31 October -- The industrial section of the at China Finance
and Economics Commission was recently established to coordinate the industrial
reconstruction activities of the East China area. With the exception of the
textile industry, all other government-operated industries and mining enterprises
are to be placed under the Jurisdiction of this department.
MILITARY COUNCIL ESTABLISHES MILITARY DISTRICT -- Rhea-chile? Jih-pao, 25 Nov 49
Ehang-dhou, 17 November -- The Headquarters and Political Section of the
Diangtung Military District of the People's Liberation Army were formally estab- ?
lished on 16 November 1949 by order of the People's Revolutionary Military Affairs
Council. The same order appointed /eh Chien-ying as commandant and political
commissioner of the Military District, Tong Rae (Cede: 12223, 9921), Rang
Haueh-chih (6134, 2293, 4569), and Tsang Sheng.(4661, 7461) as first, second,
and third deputy commanders; Lai Chluan-..chtt (11411, 1466, 7291), Lin P'ing
(4803, 2899) and Fong Phi-chu (13682.. .779, 13702) as first, second, and third
deputy political commissioners; Hsia6 Haiang-jung (10128, 1179, 5210) as head
of the political section (cheng-chih pu); and Yang Vans-hue (5123, 2962, 9921)
as deputy head of the political section.
