Organized by the Manchukuo puppet regime or by the HKT, their aim is to deceive and confuse the people. These organizations are used by the BMT special service agencies as tools against the people and the revolution to carry out relellious and destructive activities. Within the past 6 months, these organiz.aticros have become increasingly ac- tive in spreading propaganda, setting fires, destroying property, unifying re- aotionary landlords and bandits against the CCP, disturbing the peace, and im- periling the people's rights. In order to secure the people's rights, protect public order, and give the leaders of these societies and sects a chance to follow a new path, the North- east Executive Committee proclaimed the following regulations cn 9 August 1949., 1.
