The over-all completion of the Three-Year Plan was reported by President

174 percent of prewar production. The value of per-capita industrial production
in 1949 will be 2} percent higher than before the war. The Three-Year Plan for
agricvi;ure has also been exceeded; cultivated areas, total crops, and per-hectare
yielde of Fein and industrial crops have exceedsl the eetimates. The plan was
achieved it livestock husbandry, and, in some case,, even exceeded. The value
of agricultural production increase: 68 iercent during the last 3 yeusrs; the per-
capi.taproduction exceeded the prewar level. by 12 percent.
The parVcipction of woate farms in agricultural production increased from
zero in 1946 to 7.9 percent in 1949. The first 170 farm work cooperatives have
been established.
,Rail and automotive transportation enterprises and comaaunications have elso
exceeded the plan.
he echie7ement"ot the Three-Year Plan has been responsible for marked changes
in the ppcial structure: uaempl~yment has been eliminated and the percentage of
Rage earners doubled. Living standards have been substantially improved; per-
capita consumption of fo6d has already greatly exceeded the prewar-Sesel. Real
wages are twice those of 1946 and 22.6 percent greater than, in 1938.
The socialized sector o: the national economy has been strengthened and is
responsible for 90 percent of the industrial production. The socialized sector
bandies 93 percent of the wholesale trade and 60 percent of retail trade.

The Ministry of Agriculture and Land Reform has worked out the plan of
supplying fe-';ilizer for :e spring sowing campaign.
The allotment of fertilizer for peasant farms, state farms, agricultural
achcols, and experimental stations will be 830,000 tons for the 1950 spring
sawing, 145,000 tons more than in 1949. Of this allotment, 608,000 tons plus
58,000 tons of lime will be distributed to peasant farms, cooperatives, and
growers of industrial crops under contract by the Peasant Self-Help organiza-
tion in charge of distribution. Sugar-beet growers will receive fertilizer
through the sugar mills. The period for filing applications for fertilizer
expires on 30 November 1949.

The State Farce Administration in Lodz had allotted 6,600,000 zlotys to
insure safe operations and improve sanitation on state farms. Agricultural
machines will be equipped with safety devices and the workers will be pro-
vided with rubber boots, glasses, safety masks, and first-aid kits; bath-
houses, showers, and dressing grooms will be installed on the farms. Fire
brigades and sanitary squads are now being trained on all state farms.

The Rural Building Cooperative in Pola.d has allotted 42 million zlotys
for construction in the Lodz area of 14 model silos with a capacity of 250 tons
exich.
MAZURY LAKES FISH SENT TO CRIES -- Rzeczpospolita, No 315, 15 Nov 49
During October, the fish catch on the Mazury Lakes amounted to approximately
200,000 kilograms. After the market demands of tbe.local aroa were satisfied,
the surplus was sent to Warsaw, Lodz, and other large cities.
