Eeinri-h Rau, East Germany's Minister of Planning, has ordered the ad-
ministration of th, Soviet Sector of Berlin to convert 598 industrial
enterprises and 991 pieces of real estate into people-owned property, in
preparation for the Five-Year Plan which is to begin 1 Janrsry'1950.
According to the administration, this property formerly belonged to
war criminals and Nc.tional Socialists.
Among the plants confiscated are the AgfR Camera Works, the chemical
'ants Of yi.a l.o v the I. V. Farber,, the KI:OW ILl"I.ll lV 161 calla 1^.111, TSIl(1 one
'Injektor" Surgical Instruments Factory. These firms had previously been
confiscated by the Soviet Union and were under Russian management so that
this nationalization constitutes a de facto return to the Germans of son:
of the Soviet corporations which had been formed throe hhout the Eastern
Zane. Hvt:a-Y-r, the new people-owned organizations will continue to pay
reparations from curr',nt production to the Russians.

According to a report issued by the Director of the Berlin Public
Welfare corporation, 95 banking institutions (mortgage and private banks),
101 insurance companies, and 87 housing and settlement construction companies
have been converted to a people-owned basis.
