The reported reason is to avoid waste of foreign exchange and secure a fast--r flow of specially needed imports. The bags are to be shipped directly from India to T'ien-thing. CONSIDERS CHIN-HUAHG-TAO AS WINTER ;ORT -- Wen-hui Pao, 10 Dec 49 Since the closinij of Northeast ports by cold weather in late November, trade between Bong Kong and that area has nearly reached a stantstill. Only a comparatively small amount of trade for the Northeast can be handled through Tien-Ching. High railroad freight charges and car si:rtages are big factors in this situation. In view of this, Hong Kong shippers have been considering the possi- bilities of the port of Chin-huang-tao for the winter trade.
