LIBERALIZES TRADE REGULATIONS -- Wen-hui Pao, 10 Dec 49
It is reported that, beginning 1 January 1950, the requirement that
the value of imports and exports passing through Tien-thing must balance
will be canceled by the North China Trade Bureau. The reported reason is
to avoid waste of foreign exchange and secure a fast--r flow of specially
needed imports.

Tha North ChSnra Trading Company has contracted with a Hong Keng firm
for the purchase oi: 400,000 Indian gunny bags at a contract price of approxi-
mately 200,000 US dollars. The bags are to be shipped directly from India
to T'ien-thing.

Since the closinij of Northeast ports by cold weather in late November,
trade between Bong Kong and that area has nearly reached a stantstill. Only
a comparatively small amount of trade for the Northeast can be handled through
Tien-Ching. High railroad freight charges and car si:rtages are big factors
in this situation.
In view of this, Hong Kong shippers have been considering the possi-
bilities of the port of Chin-huang-tao for the winter trade.
The trade-control _'thorities of the Northeast are reported to favor
this development.

Since Chin-huang-tao is a military port, there are a number of
technical questions to be solved in putting the plan into operation.
It is expected that a delegation of representatives of Song Kong
traders will proceed to the north in the near future to discuss the
project with the authorities concerned.
