To focus financial and matte-Sal rescurcee on p-oduction, the Lu-Ta
Administrative Office has decided to m. e a complete inventory of the re-
sources of each public enterprise and government unit. The following speci-
fiC instructions were given.
1. Items to be includod in thu inventory are stored goods, confiscated
goods, deposits, and cash in banks, all cort,1i'aut..i money and goods, all loans
and investments made by the government since be takeover (with separate col-
'unnb for those repaid and those not), all prc.fits from government enterprises
and utilities since the takeover, financial conditions _n coorvratives, and
conditions in such specially-financed enterprises as the Ta-lien Pattern Fac-
tory.
Stored goods will include building materials, medicines, machinery,
writing materials, foodstuffs, and sundries. Confiscated goods include those
previously taken from enemy and puppet sources and other legally forfeited
goods. Deposits and cash in banks include all government funds in whatever
category; profite from enterprises mean both those used and those not used.
Cooperatives must show the source and amount of capital, the amount of pro-
fit and manner of its use, and the total present value of property.
2. To strengthen the -leadership in this survey, the government has ap-
pointe,! w committee of five persons with Sui Yun-sheng as chairman. Each
local government and other units, such as schools, will set up a similar com-
mittee to expedite the taking of inventories.
3. All units concerned will conduct an inventory, as outlined above, be-
tween 25 August and 16 September 1949, and make detailed reports, using stand-
ard forme in quadruplicate.
4. When the committee has received the reports and forme, it will exa-
iaine them and maize an inspection of each unit.

a. Purposeful covering up of facts.
b. Improper handling of public funds.
c. Wasteful practiceu in regard to public property.
d. Any other irregular actions.
6. As soon as the goods and funds are inventoried and registered, they
must be carefully guarded against loss or theft, and not used, moved, or loaned,
without permission.
7. After the inventory is completed, a full report must be made, and on
that basis the agency be rated and awarded praise or blame

The Ta-lien Shipyard surpassed itc goal for September 1949 by 40 percent.
The chief reasons for thin achievement ati
1. The entire force of workers and foi en devote themselves to produc-
tion. on receiving a project, the foremen lay out the day's tasks which are
teeing their completion on time. For example, a crew which was building a
ligLter got behind in its work, but under a speed-up led by the foreman, 4.ds's'
work was completed in one day.
2. Achievement banners are used to stimulate activity. The labor union
has prepared three such banners for starting competitive -ontest:. based on the
following criteria: (1) completion of tasks on time, (2) degree of absentee-
ism, (3) suggestions for increa.ing output, (4) diligence. The group that beat
fulfils these criteria is awarded a banner. In a nistration, the winning
crew has a voice in discussing problems of producn. A crew building a steam-
tug won a banner in August, and to keep it, finishz their work ahead of time in
September.
3. The introduction of a system of specialization has resulted in greater
skill and efficiency.
YU-MEN OIL WELLS UNEARMED -- Jen-min Jih-pao, 12 Oct 49
The Yu-men oil wells were not damaged by the fleeing KMT troops. They
were protected by the workmen who had mobilize 2 weeks befor. the CCF libera-
tion to defend the wells and installations. New wells are now being drilled
to increase output.
The 4,000 workmen of the Yu-men wells posted lookouts and arranged warn-
ing signals to protect the' installations of the wells. Costly ma..hinery was
taken apart and buried in the nearby hills.
Now the workmen are busy-recondltioning barracks, repairing vehicles,
and otherwise serving the troops.

Shanghai, 10 September (NCNA) -- Tests made in Shanghai's China Textile
Industries Factory No 3 using Chinese cotton in dace of American have al-
ready mat with remarkable success. As a result, the textile industry can
completely discard its dependence on imperialistic nations for raw materials.
Beginning 13 August 1949, Factory No 3 discontinued the use of American
rav cotton, which formerly played a major role in the cotton industry. in
its place domestic cotton was used and production records have shown good re-
sults. Most of the finished yroducts maintain the original quali'j and many
surpass the old cstandards. Quantity output standards have also been preserved.
Yarn made from cotton grown in China is somewhat longer than similar
weight yarn made from a mixture one half American and "' alf Chinese raw
cotton.
Only in appearance are American cotton products superior t those made
purely of Chinese materials. This is due mainly to the texture of the cotton.
NORTH CHINA TO IMPROVE DOMESTIC COTTON SITUATION ?- Tung-pel Jih-pao, 12 Sep 49
Pei-ping, 9 September 1949 (NCNA) -- The Ministry of Agriculture of the
North China People's governs-it plans to devote 1,650,000 acres to the experi-
mental planting and improvement of domestic cotton in 1950. Already work terms
are visiting the producing areas to 1i improve the cotton's quality. The
teams consist of about 30 persons dra..a from the agricultural colleges of Pei-
p'ing and Ch'ing-h?a universities who will also carry on investigations and
experiments to improve the quality of the domestic cotton seed.
