Pei-ping, 25 December (NCRA) -- The A1: China Federation of Labor toaay
sent directives throughout China on the orgy .nation of the following labor
uui.ons by May lg5o:
Railroad workers` union, posl;al an3 telegraph workers' tmion; seamen's
vninn, textile workers' union, fuel industry corkers' union which will incliute
coal ;3iaers and electrical workers, metallurgical workers' union which will
include ordnance workers, and transport xorYers' union.
The d?.rect;tve provides that uniona~xill be organized to elevate the
cul'.:ural, technicr.l, and living standarde of the workers. The cLganizing
procedure is ou+,].ined in the directive as follows:
"First, call a local xorkera' delegates conference and establish a pre-
paratory committee for the general labo_ union. Next, call another xorkera'
conference to establish the general labor uu~on."

Federation of Labor met on 5 Rovember, in Pei-ping, and 3ecided to make
preparatione to organize ten or more general labor unions e11 over China by
May 1950 and publicize the Pational Seamen's Delegates Conference to be held
in December 191+9?
The following officials were appointed at the meeting: Hou Yu-t'ien
(Ueda: 313, 7261, 7478), Deputy Chief of Labor Protection Department, tCFL;
and Feng Su-hai (13582.., 2355, 6182), Deputy Chief of Culture and Education
Department, ACFL.

Han-k'ou, 1C November (NCNA) -- The following report, on the labor a~Livi-
ties in H'upeh Province was given at a meeting of the Hupeh Province Labor Con-
ference cn 10 November 1949:
"Idot including Han-k'ou, there ere about oaa mill?on workers in Hupeh.
Province, Ixalf of whom are transport workers. From April on, stevedores;
dredge workers, water-transport xe-?ker;, hagnxay workers, ara r!~ilraa3 wor::era
on the Han-k'eu ?- 1-ch'arg Flghxay, Kuang-chow -- Han-Y.'ou _Railroad, Pei-ping--
Han-k'ou Raii.?uad, Hsiang Ho, and Chang Chiang (Yangtze kiv?r), organized
their own labor unions. They also helped the Hupeh People'e government in
transporting one million People's Liberation Army troop, into South China."

Kusng-chop -- More than 600 delegates and guests attended the Firet Kuang-
chou Workers' Delegates Conference which convened on 16 December in this city.
The conference adopted the draft constitution. for the Kuang-chou General
Labor Union, heard reports on past labor activities and future program, decided
to organize Workers' Vigilance Corps against subversive elements, and planned ro
establish. workers' cooperatives.
