Article 1 The 3eglonal Peoples Government Council (Jan-min cheng-1'u xei-yuar-hui) of each large administrative region (ta being cheng =hu) shall make a draft of the r^gulations for the organization of the regional iovernment in accord x!th the pFcvisions of these r:?gu].etions an3 in the light of ].oval conditions, gad submit them to the Administration Council for ~rovisionesl] approval. After the provisional regulations have been given a trial for s suitable period, they should be aul+Ritted again, xith proposes amendments, to the Admi'{~istratioa Council ~r C~~ approval. During the period immedistxly 'Lolloxing libera- tion, a regional) M'_litary and Political Covncil (chnn cheng xei-yuan??hui) shall be formed io enforce military control an3 establish the revolutionary order.
