These regulationF are alrplicable to the regional rl~ilitary and political
councils, and xere adopted 16 December 14x?9, at the 11th Administrative Cession
of the Administration Council of the Central People's Government Cotm^.il.
Article 1
The 3eglonal Peoples Government Council (Jan-min cheng-1'u xei-yuar-hui)
of each large administrative region (ta being cheng =hu) shall make a draft
of the r^gulations for the organization of the regional iovernment in accord
x!th the pFcvisions of these r:?gu].etions an3 in the light of ].oval conditions,
gad submit them to the Administration Council for ~rovisionesl] approval. After
the provisional regulations have been given a trial for s suitable period, they
should be aul+Ritted again, xith proposes amendments, to the Admi'{~istratioa
Council ~r C~~ approval. During the period immedistxly 'Lolloxing libera-
tion, a regional) M'_litary and Political Covncil (chnn cheng xei-yuan??hui)
shall be formed io enforce military control an3 establish the revolutionary
order. The form cif organization, P;u~ctions, and powers oY each comrnissione
shall be consonant xith these regulations.
Article 2 '
The Regional. Ml~.i~ary sad Political Council shall be appoirr.sd by the
Central :rsople's Government Council upon th> request of the i.dminietration
Jouncil. When conditions permit, a conference of all-circles delegates shall
be convened to exercise the functions and powers of the Regional People's
Governmeut Council, and to bring in co being the R~giarsi Pecple's Government
Council. ?

may petition or requee.t instruc+,ions from a subsidiary unit of the central
goverment; but copies of a.'1 such communications, though not of general
concern to all *,he units shn].L be s:~ppiid to the Regional People's Goverrnment
vouncil.
A. ~icle 6
A Regional People's Government Council shall be composed of s, chairman,
sous-R1 vice-chairmen and a number of councilors. The chairman shall pre-
side at .:?~~ delibe?ations of the ceunc...l~re and direct the wo~h of iha R~gaanal
People's Government Council. ",'he vice-chairmen shall assist the chairman
i.n the exPCUtion of his duties.
Article "'
The Regional People's Government Co?~ci]s should establish such sutai-
diary organs of government as az?e required for the 3lscharge of their functions.
:t has boon &er.ided, in princiv].e, that ~Liic.i. rhall corcist of the following:
1. With respect to executive and ,judicial ma.,ters, there should be a
Department of Civil Affairs, a Department of Fublic Security and a Department
of Justice. Where there are many mat*.ers pertaining to people of diverse nation-
alities or races, a Nationalities Affairs Commission may be created, eith:r ae
an independent commission, or under the Department of Civil Affairs.
2. Wit1~ respect to financia~ and economic affairs, there should be a
Finance and Economics Commission, anc depax?tments and bureaus to deal with
fiscal administration, industry, trade, commi.nicat:ons, agriculture and forestry,
water conservancy, cooperatives, and labor.

6. Each Regional People's Government should establish a People's

There shall be estatlisiied in the territory of each Regional, People's
Government a branch of the Supreme People's Court, and n branch of the Supreme
Peoroie's Prosecutor's Office.
Article 10
Each Regional People's Government shall have one seer?t~,r!-general, and
several deputy secretaries-general,?to be neminxted by the chairman of the
8egional Government for aF~pointmeuc by the central authorities. The se.:retary-
genersl shall receive his orders fpm the chairman and be re~aponsible for the
transaction of routine business. The deputy secretaries-general sha]1 assiet
the secretary-general in the discharge of his duties.

Article 12
The subsidiary agencies establlsh~d by a Regional People's Governmznt Coun_il
