In enterprises where safety measures are observed, there is a steady in-
crease in labor productivity. However, all enterprises do not observe these
measures. For example, the Rygawar fatstory was supposed to install exhaust
fans a year a&o and still. has not dons so. The soct caused by the manufacture
of rubber products is found :n all carte of the factory. Tai.s is not only in-
jurious to the workers' hearth but also results in the loss of a valuable by-
product. The paint shop is also without adequate ventilation.
Every few days at the Perun AcuLylenr Factory it Is'neceasar--y to remove
the lime deposits from boilers in wh'c.:.. carbide is proO.uced. OnA day when the
boiler cover was being taken off, :n explosion occurred injuring one of the
workers. The explosion started a fire 3hich was extinguished by other workers.
The safety personnel and tae managers of the various enterprises are to
blame for bad working conditions and for the absence of training programs on
safety precautions for workers.

At the PZPB No 5 Rayon Factory, acids and fluids remaining after the pro-
duction of rayon are neutralized and then collected into a cesspool. Here the
solids and impurities settle et the bottom and the liquid drains into the city
severs. This cesspool is necessary because direct dumping of waste into the
city severs would result in their clogging.
PZPB No 5 has two cesspools, ?rot they are almost filled up sax, probably
cannot be used after 1 January. It was decided, therefore, to begin construc-
tion of a rev cesspool so that it could be used by 1 December. On 12 July,
the Enterprise for installation of Water and Sever Systems undertook the pro-
ject. Work was to begin 1 September and it was expected that by using bull-
dozers, mechanical ploughs, etc., and employing 60 - 80 workers, the cesspool

on the project. By that time, the management of PZPB No 5 was alarmed and got
in touch with the building enterprise in charge of the project. The latter
promised that soon all rde necessary marninery and 80 workers would be on the
job. But nothing happened.
Finally, an agreement was c.gr.ed by both firms stipulating the following
obligations: (1) the. entire Nrza would be ploughed by 20 Septealer; (2) during
that time, the necessary mechanical equipment would be supplied; ands (3) by
