KWANGTUNG GROUPS COMM -- Kung-,hang -Tih-pao, 15 Feb 50
Shia-chi, 14 February -- Led by local elders and gentry, the Chung-shan,
Shun-te, and Hsin-hui areas of Kwangtung are reported to be organizing their
own local armed forces to oppose the CCF. It is said that the leaders of these
local forces held a secret conference at Huang-lan to discuss plans for coordina-
ting their activities. However, the conference was adjourned midway because of
information received indicating that the CCP authorities were dispatching troops
to break up the group.
On 10 February, the CCF unsuccessfully launched an attack against one of
these local forces at Shou-feng-yuan and suffered one of their greatest losses.
More than 300 Communist troops were wounded and more than 100 killed. It is
said that the local forces suffered only light casualties.
KMT GUERRILLAS DELAY CCF INVASION OF HAINAN -- Kung-shang Jih-pao, 15 Feb 50
Though sporadic, the effective KMP subversive activities in Kwangtung are
causing the CCF great distress and are hampering Communist plans to attack Hainan.
As an example, KMT guerrilla activities in the Hsi Chiang area forced the CCF to
withdraw part of their forces, now assembled along the eastern coast, inland to
cope with the unrest caused by KMP agents.
CCF ASSEMBLES SIX ARMIES TO INVADE HAINAN -- Kung-shang Jih-pao, 11 Feb 50
T'ai-pei, 10 February (AP) -- The KMT Minister of National Defense reported
today that it has reliable information indicating that six COP armies are being
assembled on Lei-thou Peninsula in preparation for the invasion of Hainan. It
is further reported that the CCF is now seizing a large number of civilian motor-
driven boats in this area.

der Column stationed in the Po-lo, Ts'eng-ch'eng, and Lung-men areas, the CCF
321st Division of the Forty-first Army under the command of Che

12864, 5649, 6931) was recently sent to relieve this detachment.
It is reported, however, that the troops of the Tung-chiang Detachment, re-
sentful over their transfer, defied the troops of the 321st Division, and that
open clashes between these two forces resulted. It is said that in one of the
clashes, Ch'en's forces not only confiscated a large amount of ammunition, but
arrested more than 600 troops of the Tung-chiang Detachment. In another clash
at Ts'eng-chiang, more than 20 officers and troops of the Tung-chiang Detachment
were killed by the 476th Regiment of the 321st Division.
CCF IGNORES FORMER COMMUNIST GUERRILLAS -- Kung-shang Jih-pao, 15 Feb 50
Shih-chi, 14 February -- Local Communist guerrillas who were instrumental
in undermining the KMT regime in Chung-shan Hsien are being ignored by the CCF
Liang-kuang Column sent to restore peace and order and take over the administra-
tion of this area. It is reported that they are rather depressed over this
matter and as a result are not too enthusiastic about cooperating with CCP au'.

CONSCRIPTS 51000 MEN IN T'AI-SHAN -- Kung-shang Jih-pao, 24 Jan 50
Chiang-men, 23 January -- An order was issued recently by the Kwangtung
Provincial Government to the T'ai-shan Military Control Commission to recruit
5,000 men between the ages of 18 and 35 in T'ai-span District. To meet this
quota, the Military Control Commission assembled the village elders to discuss
methods of conscription. At this meeting the quota for each village was set
up, and it was decided to make the village elders responsible for meeting
their quotas.

KMT SPY LEADERS ARRESTED -- Wen-hui Pao, 11 Feb 50
Chung-chiang, 10 February -- KME spy leaders, including Shen T'ieh-han
(Ueda: 6015, 12654, 6499) and Chang Chun (3065, 12414), were captured recently
at Chung-ch'ang by the Chung-ch'ing Public Security Bureau.
Shen, a graduate of Huang-p'u (Whampoa) Military Academy who holds the
rank of lieutenant general, was formerly chief of the Political Department of
the KMT Third War Zone. Last year when the KME bandits retreated from Nan-
chang and Shang-hai, Shen was placed in charge of the Chiang-nan Headquarters
of the Youth Anti-Communist National Salvation Army (chiang-nien fan-kung chiu-
kuo-t'uan) and was responsible for anti-Communist agitation in the T'ai-hu area.
After escaping to Kuang-chou when the People's Liberation Army occupied the
T'ai-hu area, Shen infiltrated into Szechwan again to organize reactionary guer-
rillas, but was captured by the Public Security Bureau on 24 January 1950.
Chang was formerly chief of staff of the KMT 167th Division and was ap-
pointed commander of the Chung-t'iao-shah Raiding Unit Headquarters when Yen
Hsi-shan retreated to Kuang-chou. He was subsequently ordered to return to
Chung-chiang to carry out subversive activities but was arrested by the Public
Security Bureau.
