CCP ISSUES IN-SERVICE CADRE-TRP.INING DECISION
On 29 January 1950, the South China Branch of the Chinese Communist party
issued the following decision on the "Directive Concerning the Training of in.
Service Party Cadres" of the South China Bureau, CCP Central Committee:
1. We urge all in-service party cadres in South China to follow the pro-
gram set forth in the directive, fortifying themselves in the ideologies of
Marx, Lenin, and Mao so that they may become better prepared to carry out the
difficult task of rebuilding South China. The. party committees, on all levels,
shall consider thought education and thought leadership as essentials in main-
t:.ining party leadership, and the training of in-service cadres as an important
political duty.
2. In pursuance of the directive, care shall be taken to adapt it to the
general situation in South China. Since the liberation of Kuang-chou, many
cadres have adopted irrational poli-ies and habits. Most of these cadres are
inexperienced and have found difficulty in adapting themselves to new environ-
ments. Their work has revealed lack of organization and discipline, and a ten-
dency toward being arrogant, tyrannical, proud, and inconsistent.
To comectsuch ideas and habits, the months of February, March, and April
shall be seL aside for 'reliminary training of in-service cadres. The months
of February and March snail be de- :d to correcting erroneous ideas; the month
of April, for studying such documents as the Common Program to eliminate obstruc-
tive ideas and to adopt a uniform policy based on the ideologies of Marx, Lenin
and Mao.
3. To correct detrimental ideas, each cadre shall first analyze himself
and then receive guidance from others by exchanging views and analyses of work
habits. Each cadre shall endeavor to eliminate bad habits, uphold truth, and
become imbue with the spirit of doing good to others. He shall guard against
becoming self-satisfied and arrogant which invites criticism, noncooperation,
and anger.

4. The Central and South China Bureau of the CCP Central Committee shall
hold all subsidiary offices responsible for training in-service cadres. In
Kuang-chou, the training of in-service cadres shall be directed by the South
China Branch of the CCP Central Committ
ee. Training committee headquarters shall be established and party committees of all levels shall
organize training

mittees, in turn, shall be assisted by party committees, on all levels, inns uper-
viaing and examining in-service training and other pertinent work. Each govern-
ment agency shall be required to set aside 2 hours each day for training purposes.
Each training committee shall issue periodic bulletins and establish a system of
reporting.
5. Classes for training, in accordance with the directive of the Central
and South China Bureau, may be divided into A, B, C, and D categories. However,
category D classes may be eliminated in some localities where there are not
sufficient trainees. Each person in charge of training shall acquaint himself
with the Central and South China Bureau directive and also the editorial which
appeared in the 18 January 1950 issue of the Chang-chiang Jih-pao and later
was reprinted it the 23 January 19`0 issue of the Nan-fang Jih-pao. After
classes have been organized, a class-organization report shall be submitted
to the propaganda section of the South China Branch.
6. Required reading in the classes of categories A and B includes:
a. CCP Central Committee Directives: "Decisions Concerning Strengthen-
ing Party Spirit," "Decisions on Setting Up a Report System," "Decisions Concern-
ing Leadership Techniques," and "Decisions Concerning a Healthy Party Committee
System."
b. Propaganda section, CCP Central Committee's reprint on "Basic Condi-
tions in the Success of Bolshevism" from the second chapter of The Disease of
Leftist Infantilism.
c. "The Great Documents on Nation Building."
7. Required reading for category C class includes:
a. Me Tse tung's "Anti-Liberalism."
b. "The Common Program."
c. CCP Central Committee Directive: "Decisions Concerning Strenghten-
ing of Party Spirit."
d. "Against Certain Incorrect Tendencies in the Party."
e. Kao Kang's To Whom Does the Honor Belong?" in the 31 Csi 7 November
1949 issue of Nan-fang Jih-pao.
f. "Problems Concerning Thinking Habits of Cadres and Unity Between Old
and New Cares," reported by chief of the organizing section, Northwest China
Bureau, CCP Central Committee, in the 6 January 1950 issue of the Nan-fang Jih-pao.
