K'un-ming, 27 February (Hein-hua) -- The railroads, highways, and telegraph
wires destroyed by the fleeing KMT bandit troops have been repaired and are in use
again.
The repaired railroads, highways, and telegraph wires include: (1) Chan-i to
K'un-ming sector of the K'un-ming -- Suchow Railroad, K'un-ming to Pi-se-chai sec-
tor of the K'un-ming -- Haiphong Railroad; (2) the Burma Road, the K'un-ming --
Kuei-yang Highway, the K'un-ming -- Hsing-i Highway, the Szechwan-Yunnan Highway;
and (3) 400 kilometers of telegraph wires between K'un-ming and Kuei-yang.

Heng-yang -- Although January 1950 was designated as "Accident Prevention
Month," the number of railroad accidents within the Heng-yang Railroad Bureau area
in January was 1/3 more than that in December 1949. In January, 293 railroad ac-
cidents were reported; 27 of which were due to administrative errors, 122 to mechan-
ical defects, 32 to inadequate maintenance of roadbeds, and 112 to other causes.
These accidents included 13 trains involved in major accidents, and more than 80
locomotive and rolling stock breakdowns.
On the other hand, the bureau reported that it has attained an average turn-
around time of cars of 3.5 days in January, and loaded an average of 738 cars each
day.
TELEGRAPH SERVICE TO USSR AVAILABLE FROM CANTON -- Hong Kong Wen-hui Pao, 7 Mar 50
Canton, 6 March -- On 1 March 1950, the Canton Telecommunications Bureau,
after having received instructions from the Central People's government, began ac-
cepting telegrams to all parts of the USSR, and through the USSR to Hungary, Ru-
mania, Czechoslovakia, Bulgaria, Poland, Albania, and Soviet Zone Germany.
