THIS IS UNEVALUATED INFORMATION A "Mutual Surveillance System" has been enforced recently in North Korea, apparently as a measure against anti-Communist uprisings which have become numerous in recent months. It is reported, however, that the above system has not only failed to curb subversive activities, but rather has encouraged organized anti-Communist mutinies. The individual and sporRdic uprisirps ctanged to concentrated group activities in P'yongyang~ the 38th parallel area; the industrial areas in Hamgyong Pukto, particularly in Wonsan and Hamhung; in the city of Sinui,ju in P'yongan Pukto; and other important locali- ties where the "Mutual Surveillance System;' has been enforced with extra strict- ness. The same tendency prevails even in'izpper echelons of the military and political hierarchies. Recently, a group of 50 members of the North Korean navy which attempted to escape to South Korea by sea was intercepted by another ship 50 miles out of Wonsan port. They exchanged fire with the pursuing vessel, but the entire group was arrested after a 3-hour battle. The League of Korean Residents in Japan., which was officially disbanded by the Japanese government recently, procures funds from North Korea for its underground activities. As the hotbed of Korean Communists in Japan, it works closely with the Japanese Communist Party, and uses every possible means to extend its influence over Korean residents in Japan. At that time the organization's hidden intention of creating friction between the two governments became clear. It is exxected that North Korean Communists will exert continuous pressure upon this organization to attain the above goal, the success of which may be fatal to the two remaining democratic countries of the Far East.
