Peiping, 23 March -- Since the Ministry of Railroads instituted unified
control of financial matters, income from the railroads has increased greatly.
The January income from railroads inside the Great Wall was 50 percent above
September, the best month in 1949, The Cheng-chou, T'ai-yuan, Chi-nan,
and blukden railroad bureaus, which needed large amounts of financial aid from
the government in 1949, are now self-supporting.
The Ministry of Railroads was able to invest its 20 billion yuan surplus,
created between 1 January and 16 March, in government-sponsored engineering
works, besides being able to pay for the cost of all railroad repairs. Under
this procedure of unified control., with income from all railroad bureaus going
into the centralized treasury of the Ministry of Railroads, it is possible to
equalize the operating expenses and revenue of each railroad.
CANTON BANK OF COMMUNICATIONS TO HANDLE RR FUNDS -- Canton Nan-fang J'ih-pao,

Canton, 16 March -- Pursuant to the decision that the Chinese People's Bank
is to serve as the depository of the railroad funds for the whole country, the
central and so'thern regional branch of the People's Bank in Canton has entered
into a contract with the Railroad Bureau in Heng-yang to serve a's the depository
of raiTFoad funds for the central and routhern region. The contract is based
upon the practical experience gained in North China. The territory provisionally
embraced in this contract extends on the north to the Wu-ch'ang East station of
the Canton--Wu-ch'ang Railroad, east to Ping-hsiang of the same railroad, south
to Shen-ch'uan on the Canton--Chiu-lung Railroad, and west to Hsiang-ho-k'ou and
Liu-chou.

For the time being, the places where deposits and payments will be made
are Haukow, Chang-sha, Chu-chou, Heng-yang, Kuei-lin, Liu-chou, and Canton.
The Canton branch will handle the receipts and disbursements of all stations
on the Canton-?-San-shui, Canton--Shen-ch'uan railroads, and those on the
Canton-?-Wu?-ch'ang Railroad between Canton and Shao-kuan, inclusive, making
a total of 63 stations.
The Canton branch of the People's Bank has appointed the local branches
of the Bank of Communications to be responsible for handling this business.
The ne^ arrangement went into effect on 12 March 1950. Each day, the Canton
bank t egraphs to the Hankow branch of the People's Bank the total amounts
of receipts and disbursements,
Canton -- As a part of a systematic effort to prevent accidents and in-
sure safe operation of trains on the Canton--Chiu-lung Railroad as far as
Shen-ch'uan, the Canton Railroad Bureau is constructing at each station three
sidings at least 500 meters long. Most of the grading is already completed.
Work on the rectification of gradients between Ping-hu and Pu-chi, near the
Canton North Station and. at a few other points has been started. Similar work
at or near nine stations on the Canton-Wu-ch'ang Railroad is also in progress.
Canton -- Freight traffic on the Canton--Wu-ch'ang Railroad is increasing
continuously, the daily average being several hundred tons. Southbound freight,
consisting mainly of cotton yarn, beans, peanuts, and hogs, is invariable greater
than the volume of north-bound freight which consists mainly of sugar and salt.
Canton -- The Canton Railroad Bureau announces that beginning today,
15 March 1950, a mixed train of passenger and freight cars will resume daily
service to Shao-kuan on the Canton---Wu-ch'ang Railroad. Train No 258 will
leave the Canton South Station at 0700 hours for Shao-kuan and way stations,
arriving at Shao-kuan at 1801 hours. A similar train, No 257, will leave Shao-
kuan daily at 0800 hours and arrive at Canton at 1951 hours. Through tickets
to Wu-ch'ang are good on this train.
CH'U CHIANG RR BRIDGE REPAIRS NEARLY FINISHED -- New York Hua-ch'iao Jih-pao,
1 Apr 50
Canton, 19 March -- Repair work on the big Canton--Wu-ch'ang railroad
bridge over the Ch' u Chiang, at Shau-kuan is 22 percent finished, as of 15 March 1950.
Army Engineers Corps and the Railroad Bridge Construction Corps working in co-
operation have overcome many difficulties and expect to complete the work by
the end of April 1950.
Canton -?- The contract for the reconstruction of Canton's Hai-chu Bridge
has been let to the state-owned Kwangtung Constriction Corportation. The first
stage, the repair of the bridge piers, is to start on 24 March 1950, and it is
estimated that 70 days and 1,050,000,000 yuan will be required for completion.

DISCUSS PROBLEMS OF POSTAL SERVICE -- Canton Nan-fang Jih-pao, 17 Mar 50
Canton, 17 March -- Under the leadership of representatives of the Cen-
tral government Ministry of Posts a training conference was held in Canton,
b-ginning 14 March 1950, to discuss the tasks and problems of the postal ser-
vice. The conference was attended by about 50 of the responsible officers of
the 15 principal post offices of the province, the secretary of the provincial
government, representative military officers and leaders of the postal workers
labor union.
This training conference for postal officers was held to promote uni-
formity and efficiency, better internal organization and mutual cooperation,
and to increase both service and revenue. Constructive discussion centered
around administration, business, and finances.
MAIL SERVICE RESUMED TO INDIA -- Hong Kong Hsing-tao Jih-pao, 30 Mar 50
Peiping, 28 March -- On 26 March, the Ministry of Posts notified the
government of India of its willingness to comply with the latter's request
for the resumption of mail service between the two countries. Ordinary let-
ters, postcards, business agreements, printed matter, sample post, and pack-
ages may be sent through the mail. China has designated the Canton and Shang-
hai Post Offices as relay stations.
REVISES DOMESTIC POSTAL RATES -- Hong Kong Wen-hui Pao, 11 Mar 50
Peiping, 10 March -?- The following revised postal rates for domestic ser-
vice, to take effect on 11 March, were announced by the Ministry of Posts and
Telegraph: ordinary letters, 1,000 Yuan per 20 grams; registered mail, 4,000
Yuan; registered mail with return receipt requested, 7,000 Yuan; ordinary special
delivery, 2,000 Yuan; registered special delivery, 5,000 Yuan; post cards, 500
Yuan; and manuscripts for newspaper 800 Yuan.
