SUPPRESS SUBVERSIVE ACTIVITIES IN INDUSTRIES -- Canton Nan-fang Jih-pao,

Many instances of KMT-instigated subversive activities in factories and
mines throughout South and Central China have been discovered recently. To
suppress such activities, Lin Piao, chairman of the Central and South China
Military and Political Council,. issued the following directive on 14 April
1950:
1. Plants and mines which are under the jurisdiction of the Heavy In-
dustry Section and at the same time under the supervision of a hsien or any
government above the hsien level, are placed under a uniform policy, system,
and plan. The local governments have full responsibility for directing and
inspecting these industries and submitting periodic reports. Local govern-
ments will be solely responsible for accidents in an industry if such acci-
dents are due to the laxity of the local government, while the plant will be
held responsible if accidents are caused by its own negligence.
2. If a plant needs armed protection against band.ts, armed protection
must be sent immediately by the provincial government or the military dis-
trict. If losses to a plant are due to noncooperation of the provincial gov-
ernment or military district, then the provincial government or the military
district shall be responsible. Plants not needing armed protection shall or-
ganize their own guards who shall be armed by the military District.
3. Cadres shall be sent to local mines and village industries to organ-
ize local guards to insure protection against bandits. Local governments and
labor unions shall delegate officers to inspect the guards.
4. Local governments and labor unions shall undertake the training of
industrial workers in coping with bandits, special agents, fire, etc. The im-
portance of strict adherence to security regulations must be stressed.

Mishaps in industries throughout Central and South China have made the
above regulations necessary. Activities destructive to economic reconstruction
undertaken by KMT special agents are as follows:
1. Broadcasting of rumors, collaborating with evil landowners, in the masses, and causing unrest. For example, during March 1950,
shah Hsien,Honan, there were eight instances in which public storehouses were
pilfered by KMT-led mobs.
2. Destruction of cotton and rice in storehouses. For example, explo-
sives and matches were found in cotton in the Che-ch'eng Hsien, Honan, store-
house and also in the Huang-kang, Hupeh, storehouses.
3. Destruction of plants and mines. For example, in September 1949
special agents flooded an entire mine shaft of the Hsi-k'eng-k'ou mines in
Kiangsi.
4. Disruption of transportation and communications. In January, the
Canton-Hankow Railroad was derailed near Yo-yang, and explosives were found in
the vicinity. Communication lines were cut in Lin-nung Hsien, Hunan.
In an editorial of a recent issue of the Hankow Chang-Chiang Jih-pao,
the blame for the many mishaps in factories and plants was placed on KMT spe-
cial agents, but it was discovered that laxness of cadres drunk with recent
Communist victories was also to blame.
DISRUPT PRODUCTION IN HEILUNGKIANG -- Mukden Tung-pei Jih-pao, 14 Apr 50
Recently, several incidences of subversive activities which disrupted
production in the Te-tu Hsien area of Heilungkiang were discovered. Reaction-
ary elements, through arson, destruction of grains and animals, etc., have
caused an estimated 84,900 yuan of damage.
An editorial in Heilungkiang Jih-pao urged the village cadres and the
masses to reinforce their public-security organizations in order to protect
their spring planting, to achieve their production quotas, and to protect
themselves against reccurrence of any subversive activities which would hamper
production. Officials of public security organizations must keep close ac;
count of the movements of all people under their jurisdiction. Self-defense
troops organized by the people must be trained to protect railroads, power
lines, forests, and property against fire and other dangers. Finally, the
people must be made to realize that, ultimately, they must be relied upon to
keep reactionary elements and landowners under supervision and control.
WARNS AGAINST REACTIONARY SECTS -- Mukden Tung-pei Jih-pao, 15 Apr 50
The people's governments and government workers, on all levels in North-
east China, are warned to look out for religious sects which are plotting
against the government and aim to disturb social order. Word comes from all
localities that Unity (I-kuan Tao) and other subversive organizations are be-
ing revived in new forms and under new names.
Last year such groups were suppressed and their leaders arrested. More
than 6,600 Buddhist shrines were closed and some 500,000 misguided people left
such organizations after being made aware of the true reactionary character of
these groups.
These sects are now completely isolated from the masses. But their ob-
stinate leaders not only fail to confess and reform, but under orders from the
"central altar" reorganize and carry on and strengthen their inner councils.

By threats of hell and promises of heaven they urge their followers to dis-
obey the government and disturb the social order.
