1948 LAW PROTECTS PRIVATE FORESTS -- Rolnix Polski, No 9, 19 Jan 50
H. Leski of Kampinos has inquired whether or not trees can be cut down
in one's own forest. Forest owners must follow closely the law passed 26 April 1948
on the protection of privately owned forests. The law applies to forests covering,
over 1,000 square meters (7.0 ares), regardless of whether this forest belongs to
one or more persons. Forests covering an area smaller than that mentioned above
are not covered by the law. Owners must have offical permission from the State
Forestry Office to cut down trees.
An application made out in duplicate, so that one copy may be certified;
must be filed at the office stating in detail what trees are to be felled and
where. If an applicant is not satisfied with the decision given by the'.State
Forestry Office, he may appeal to the regional State Forests Management within
14 days after receipt of the first decision. If a reply is not received from the
State Forestry Office within a month of the date of the application, then trees
may be cut down in accordance with the request in the application. Cutting down
trees without permission carries a fine two to four times the value of-,the
felled trees.
STATE FORESTS TO TAKE OVER SAWMILLS -- Rolnik Polski, No 11, 24 Jan 50
The State Forests Administration has many sawmills which do not meet
present requirements. Some of the sawmills will be dismantled, others will
be turned over to Peasants' Self-Help.
Lumberyards will be expanded to improve the distribution of lumber. Saw-
mills which are far from the forests will be liquidated to economize on trans-
portation costs. New 'awmills will be built in forest areas along water routes
in Olsztyn, Poznan, and Slask wojewodztwos, and in the western part of Kielce
Wojewodztwo.

AFFORESTATION TO INCREASE -- Wola Ludu, No 56, 25 Feb 50
In 1921, 24.8 percent of Poland's total area was covered with forests; by
1939, it had been reduced to 19.6 percent.
In 1949, the afforestation plan was completed 128.5 percent; 157,626
hectares were afforested instead of the planned 122,350 hectares.
The Ministry of Forests plans to afforest 126,500 hectares of state forests
in 1950, including 27,000 hectares of clearings resulting from war operations and
20,000 hectares of unproductive farmlands formerly forested. About 70 percent of
the area will be afforested in the spring and, in addition, 41,000 hectares will
be prepared for sowing.
The largest area to be afforested in the spring will be 14,000 hectares in
Rzeszow Wojewodztwo. The state forests in Warsaw Wojewodztwo, the least forested
one, will acquire 11,000 hectares of forests, mostly in the city of Warsaw and the
Kampinowska Forest.
TO INTRODUCE SOVIET FISH-BREEDING METHOD -- Rolnik Polski, No 11, 24 Jan 50
The administration of fish hatcheries owned by state farms and the State
Forests Administration are taking steps to introduce a new Soviet method of
fish breeding.
The method, developed by Professor Chernyshev, consists of grafting the
female species with specially prepared fish pituitary glands. After 9 years
of research, it was found that the graft led to infallible fertilization and
hastened development.
