FROM A LOCAL TO A FACTORY ORGANIZATION
The following information on the correct procedure involved in
the transfer of a Communist Party member from a local to a factory
organization is given by the editors of Funkcionar in answer to
questions posed by one Ransdorfova, clerk, Local organization 22,
Slany:
In reply to the first question: A member cE a local organization joins
a factory organization for the first time. Where does the local organization
confirm the transfer?
The local organization shall confirm on page 3 of the credentials the
fact that the member is registered in his place of residence. The local organi-
zation does not make this confirmation in the case of paying members because'
the phctograph of the member is verified by seal.' The factory organization
to which the member has transferred confirms the fact that he has applied in
the appropriate space.
In reply to the second question: Should the clerk of a factory organiza-
tion request members transferring from a local organization to have confirmed
in their credentials the fact that their separation from the local organization
has been reported?
As is already evident from the answer to the first question, the local
organization confirms only the third page of the credentials, that is, that
the member, hitherto paying his dues in the local organization, has become a
registered member. However it does not confirm the notice of, separation, un-
less he has changed his place of residence at the same time. The member re-
ma,ins registered in the local organization, and it is incorrect to request con-
firmation of notice of separation.

It is true that in many local or;;anizations the thlir4 page of the cre-
dentials has been stamped even for members paying dues in t$,, local organiza-
tions. Therefore, there are questions as to how the fact?re organicatiors
shall verify that a member transferring to a factory bag reported this to the
local organization, if there is no stamped impression ifi his credentials under
the text "Separated from the local organization."
In this case it is sufficier:t for the factory orgeAiZation to make sure
that the member has begun immediately to pay his dues tP the factory organiza-
tion. His transfer t.' the factory shall be ascertained at the next visit by
the cell leader from the local organization.
Membership credentials are the most valuable doc%eht of every member of
the Party; therefore nothing therein should ever be cro0sed out. Nor is this
necessary, because the last entry always: certifies mempLrShin in a factory or
local organization. All changes :n credentials, therefoTe, Must be made promptly
and in proper fashion.
