THIS IS UNEVALUATED INFORMATION TASHKENT PLANT PRODUCES DEFECTIVE BULBS COMPLAINTS SWAMP BULB PLANT -- Pravda Vostoka, No 79, 5 Apr 50 Almost every day, letters from Riga, Novosibirsk, Baku, Leningrad and other cities arrive at the Tashkent Electric Bulb Plant. The plant offi- cials skim over the first few lines, then mark on the envelope, "For fi- nance and sales department" or "For technical control department." Upon reaching the appropriate department, the letters are then stuffed into a fat folio marked "Complaints." Literally hundreds of complaints against the quality of products are pouring into the Tashkent Electric Bulb Plant. (Comrade Fayzi is the direc- tor of the enterprise.) Tens of thousands of rubles a year have to be dis- bursed in the settlement of claims by consumers against the plant. There are huge losses in rejected bulbs at the plant itself. The com- plaint folios don't begin to give a full picture of the losses. Last year, the plant undertook to cut losses 40 percent. A technical conference was held and measures to improve the situation were discussed and approved. Nothing, however, has happened since. Materials remain of uneven quality, technology is not standardized, and the experiences of successful enterprises are completely ignored. Many necessary instruments are not avail- able. Precision work is done by rule-of-thumb; shops are dirty. The plant Party bureau has failed to exercise its right to check on the managerial activities of the plant's administration. (Comrade Stepovaya is chairman of the bureau.) It has, not seen to the implementation of the mea- sures adopted at the technical. conference. The plant collective must launch a concerted drive for technological progress, cutting of production costs, and elimination of rejects.
