THIS IS UNEVALUATED INFORMATION
GIVES PROVISIONS OF COMPULSORY EDUCATION LAW
The provisions of the compulsory education law follow:
Clothing and Transportation for Children
1. Effective 1 September 1950, it shall be the responsibility of the
Minister of Education and the chairmen of all local people's committees to
see that every child fbeginni,.g with ages] 7 and 8 goes to school without
fail.
2. The chairman of the State Planning Board and the Minister of Com-
merce shall not fail to see that children from poor families are provided
with adequate clothing and shoes paid for by the government. Also, it shall
be the duty of the Minister of Communications to provide free transportation
for children who must commute by train.
3. It shall be the responsbility of the Minister of Education, chair-
man of the State Planning Board, Minister of Finance, and chairmen of vari-
ous local people's committees to complete the establishment of child-care
centers throughout North Korea so that all orphan children may be given bet-
ter care in the centers beginning 31 August 1950.
School Buildings
1. It shall be the duty of the Minister of Education, Minister of City
Planning, and chairmen of various local people's committees to utilize state-
owned houses and buildings to provide adequate housing for teachers, for dorm-
itories, and child-care centers.
2. Buildings used by noneducational organizations shall be handed over
for educational purposes, unless used for special purposes recognized by t7oe
government.

3. It shall be the responsibility of industrial management and the
leaders of each community to see to it that educational facilities are ex-
panded in equal proportion with industrial facilities in order that every
school age child may be adequately accommodated.
4. it shall be the duty of the Minister of Education and chairmen of
various local people's committees to do all the necessary repair work on
school buildings and complete work on all school facilities by 15 August
1950 for the school year of 1950.
Increasing Teachers
1. Four more teachers colleges with 14 classes shall be added to the
number of teachers colleges as prescribed in the Two-Year People's Economic
Program. The chairman of the State Planning Board and the Minister of Fi-
nance are responsible for this special task.
2. It shall be the duty of the Minister of Education and the Minister
of Finance to recruit 1,500 high-school graduates and prospective graduates
to give them a 3-month teacher-training course and thus to avoid a shortage
of teachers on the elementary level. In addition, all schoolteachers will
be required in the future to attend a 20-day political training class dur-
ing summer vacation months.
3. The Minister of Education, Cabinet members, and chairmen of various
local people's committees must see to it that teacher-training and re-education
programs be intensified, and at the same time that teachers are prevented from
participating in any activity in any organization not cleared by the proper
authorities.
4. The Minister of Finance must provide sufficient scholarship funds
for every student in normal colleges to cover the cost of rent and fuel. The
funds shall come from the national treasury.
Care of Teachers
1. The chairman of the State Planning Board and the Minister of Commerce
shall cooperate to provide every teacher in the people's schools with clothing
and shoes at a special price.
2. It shad be the duty of the chairmen of all provincial people's com-
mittees to see that teachers in rural communities are provided with sufficient
free fuel. In addition, every teacher's-family shall be given 50 pyung /one
pyung equals 6 square feetj of free land for.growing vegetables.
3. It shall be the reWponsibility of the chairman of the State Planning
Board, Minister of Commerce, and Minister of Forestry to see that city school-
tear_hers receive an increased amount of daily necess'ties, 4 tons of free coal
and one cord of free fire wood. The Minister of City Planning must keep teach-
ers' residences in the best livable condition.
4. To provide individual residences fur all schoolteachers, the govern-
ment has set aside a trust fund of 50 million won to be allocated according to
needs and to distribute building materials before the end of February 1950 at
a cost prescribed by the government. It shall be the responsibility of the
Minister of City Planning and chairmen of various 1-?-al people's committees to
submit to the Ministry of Finance a complete program for this purpose. The
Minister of Education and the Minister of Finance must prepare and submit to
the Cabinet,; before the end of February 1950, necessary regulations for admin-
istering the'.'eachers-residence construction trust loans.

5. The Minister of Commerce must see to it that in every city there
shall be a store, or stores, for schoolteachers where they can buy foodstuffs
and daily necessities at special prices. In counties, every county people's
committee under the supervision of the Minister of Commerce shall set up spe-
cial county stores for teachers.
6. Teachers who teach a full academic year shall be granted a 24-day
vacation with pay, which is to be computed on the monthly average pay of the
school year. The Ministers of Education, Finance, and Labor are required to
carry out this particular proviso without fail.
Textbooks and Supplies
1. The responsibility for printing a sufficient number of textbooks
and procuring desired quantities of school supplies shall rest with the Min-
ister of Education and the chairman of the State Planning Board.
