THIS IS UNEVALUATED INFORMATION URBAN UNEMPLOYMENT CONTINUES TO INCREASE REPORTS 30,000 UNEMPLOYED IN TIENTSIN -- Hong Kong Hsing-tao Jih-pao, 27 May 50 Tientsin, 26 May (Hsin-hua) -- At the recent all-circles conference, Mayor Huang Ching of Tientsin stated that there are, at present, 30,000 unemployed in Tientsin. As a result, some 10G,000 people who are related to the unemployed are affected. t, He added further that Tientsin is faced with grave economic problems, es- pecially in regard to the relief of unemployed, the relationship between pub- lic and private enterprises, and tax collection. Huang emphasized that after the liberation, the conditions in Tientsin 41, were returning to normalcy until the occurrences of calamities in the rural- areas during 1949 and spring of 1950 plus the, lowering of commodity prices recent months. Unable to get rid of their stockpiles, many factories and busi- ness houses were forced to go bankrupt or to close; this resulted in an increase of unemployed workers. CANTON ENCOURAGES SELF-HELP -- Hong Kong Hsing-tao Jih-pao, 27 May 50 Canton, 26 May -- The Chinese Communist authorities in Canton are very much concerned about the increasing unemployment in that city and are taking such measures as the outright donation of relief grain and tr:a establishment of a self-help program. Cadres were dispatched to enr.ourage unemployed workers to take positive action toward solving their own livelihood problems. The unem- ployed were told that chances for government help are very slim, and although the government is willing to help them, if necessary, they should first attempt to find means to maintain their livelihood. .1 ".511IRT"At. The Wu-hsi General Labor Union is helping the destitute by offering relief grain. Most of the unemployed are ricksha pullers. During 9 - 10 May 1950, the General Labor Union donated 46,980 catty fne catty equals 1 1/3 pound] of bran to help 1,254 families of ricksha pullers. Other unemployed workers include eight barbers, who were helped by the union on 10 May with 26 catties of bran and 58 cattier of rice.
