THIS IS UNEVALUATED INFORMATION ESTABLISHES NEW SYSTEM OF TELEGRAPH SERVICE CHAl3GES RATES BASED ON VICTORY BONDS -- Wu-hsi Su-nan Jih-pao, 31 Mar 50 Wu-hsi -- The Wu-hsi Telecommunications office has received the following instructions from the East China Telecommunications Control Bureau. Beginning 2 April 1950, all long-distagpe telephone and telegraph offices in southern Kiangsu shall put into effect anew system for determining charges for telecommunication services, which shall be based on the official rate for Victory Bonds for the current 10-day period, which rate is subject to revision every 10 days. Telephone charges for ordinary local service which are billed according to the calendar month, shall be reckoned from 1 April 1950 according to the new scale of charges. 1. Method of Computing Charges The charge for one basic unit of telegraph or telephone '@ervice shall be 7 percent of the official rate in people's notes for one unit 6k .a Victory Bond for the current 10-day period. This figure is to be multiplied by the number of service units to be charged according to the scale of charges in terms of service units previously determined by the Telecommunications Office, to compute the amount of the charge in terms of yuan. For example, suppose the current official rate for Victory Bonds for the period was 20,000 yuan, then the charge for one unit of service would be 1,400 yuan (20,000 x 0.07). According to the regular scale of service charges, a long-distance telephone call from Wu-hsi to Shanghais reckoned as 15.ser- vice units; the fee is accordingly 21,000 Yuan (1,400 x 15). According to the regular scale of service charges, one months ordinary local telephone service in a first-class city such as Wu-hsi is reckoned as 118 service units; according- ly the fee to be charged is 67,200 yuan (1,400 x 48). Previous Unpaid Charges In the case of unpaid charges incurred prior to 2 April 1950, 2 days shall be allowed in which debtors may settle their accounts at the old rates. Any old accounts not settled within the 2 days of grace, must be recalculated on the basis of the new system and rates; if settlement is long delayed, the debtors shall be penalized according to regulations. 3. Fees Charged on Account Separate bills shall be rendered,. in the case of charge accounts, for telegrams, long-distance telephone calls and monthly ordinary local telephone service, which indicate the number of service units to be paid for. These are to be converted in terms of yuan at the official rate for Victory Bonds on the date when payment of the bills is made. 4. Payment of Fees In the payment of charge accounts, the calculation of amount due in yuan shall be based, not on the rates for Victory Bonds on the dates when the services were rendered, but on the official rate for Victory Bonds for the period in which the bills were rendered. Bills must be paid within 10 (or other mutually agreed upon number of) days of issue. If not paid within this period, disposition shall be made according to regulations. REDUCES TELEGRAPH TRANSFER FEES -- Hong Kong Ta Kung Pao, 26 May 50 Canton, 25 May -- The Canton Post Office and Postal Remittance Office have received notice of the following directive from the Central Postal Ad- ministration: To lighten the burden on people who have to remit funds, it has been de- cided that all post offices and postal remittance offices which handle the telegraphic transfer of funds shall, beginning immediately, abolish the fixed handling charge of 4,000 yuan; and that hereafter the fee for each telegram for remittances outside of the province shall be 26,000 yuan, instead of 44,200 yuan, and for remittances inside the province 25,300 yuan instead of 30,600 yuan. Furthermore, if the sender wishes to add a brief message of in- structions to accompany the telegram of transfer an additional fee shall be charged proportional to the number of words in the message, but at a rate one third less than the regular rate. TIENTSIN EXTENDS TELEPHONE SERVICE -- Tientsin Chin-pu Jih-pao, 31 Mar 50 Tientsin -- Beginning 30 March 1950, there is direct long-distance tele- phone service between Tientsin and Hangchow, relayed via Shanghai wireless, daily from 0700 to 2200. For a 3-minute call. the fee is the same as that for 25 basic service units. For th, last 10-day period in March, the rate for each service unit is 2,100 yuan. Beginning 29 March 1950, unlimited long-distance telephone service became available between Tientsin and Han-tan, Hopeh, via Shih-chic-chaang. For a 3- minute call, the fee is the same as that for 13 service units. POSTAL ADMINISTRATION TO DISTRIBUTE PUBLICATIONS -- Hong Kong Wen-hui Pao, 26 May 50 Peiping, 25 May (Hsin-hua) -- The Postal Administration of the. Ministry of Posts and Telegraph, Central People's government, today notified all post offices of the following regulations on taking over the distribution of publications: CONFIDENTIAL. All post offices when taking over the distribution of newspapers and periodicals shall retain the present private distributing agencies, dealers, newsstands, and newsboys, and shall not disturb or abolish them without the consent of this administration. 2. All post offices shall adopt the policy of uniting and reforming the distributing agents, and when the time is ripe, shall enroll those who are industrious and reliable as regular employees of the post office. 3. All private distributors who are willing to continue as distributing agents for the post office shall be given the same discounts on subscription rates as before, and these may not be reduced without the approval of this ad- ministration. 4. In all cities and large towns. and at busy road intersections, nu- merous distributing agencies ahall be established for the convenience of readers who are casual purchasers. 5. All local distributing agents must accept the leadership and direc- tion of the local post offices with regard to the work of distribution; no violation of the regulations shall be permitted. 6. All post office shall register and organize all distributors, dealers, newsstands, and newsboys. After unification, regular meetings shall be held to discuss methods of improving and expanding the system of joint public and private distribution.
