COMIIFORM RESOLUTION: THE DEFENSE OF PEACE
AND THE FIGHT AGAINST WARMONGERS
The representatives of the Bulgarian Communist Party, the Rumanian
Workers' Party, the Hungarian Workers' Party, the Polish United Workers'
Party, the All-Soviet Communist Party (Bolsheviks), the French Communist
Party, the Italian Communist Party, and the Czechoelovak Communist Party,
have arrived unanimously at the following conclusions:
The events of the last 2 years have fully confirmed the analysis of
the world situation made at the Cominfor.- meeting of 194?. The sharp con-
trast between the two lines of international politics, one led by the USSR
and representipg the democratic, anti-imperialist elements, the other led
by the USA and striving for world leadership and the destruction of democ-
racy, has been marked with increasing intensity.
The balance of power has been definitely turned-in favor of the paci-
fist, democratic camp, due to the growing power of the USSR, the economic
and political consolidation of the people's democracies, the triumph of
the Chinese Republic, the creation of the German Democratic Republic, etc.
Realizing their growing weakness, the imperialists are desperately trying
to form new blocs and alliances. They are trying to prevent peaceful re-
lations with Germany and Japan, to prolong the partition of Germany, to
establish a stronghold of Fascism in Japan, etc. The Marshall Plan, the
North Atlantic Pact, and the transformation of the United Nations into an
instrument of American monopoly are part of the war preparations consis-
tently conducted by the capitalist countries.
It is obvious, however, that the power of the pacifist bloc is being
underestimated by these countries; the latter consists of 600 million
people and is rapidly increasing. Nonetheless, the real danger of a new
war cannot be disregarded, and despite their crowing power, the democra-
cies must maintain vigilance and draw up all their forces for the defense
of peace. The main objectives of this campaign shall be the following:

1. To work consistently for the consolidation and expansioil of the
pacifist movement, by gradually winning over new classes of the population
until entire nations are included in the fight for peace. Special atten-
tion must be given to trade unions, women's, youth, cooperative, sports,
educational, and religious organizations, to scientists, writers, jour-
nalists, educational leaders, politicians, and other public figures.. The
mission to rally all the partisans of peace, regardless of their religious
and political beliefs, is of the greatest importance.
2. To promote the unity and solidarity of the working class. The
Communist Party must?.draw the greatest possible number of workers into the
ranks of the pacifist movement, and must organize simulataneous actions
within the various strata of the proletariat, based on the struggle for
peace and national independence.
3. To fight against the deviationist activity of right-wing social-
ists who are trying to disrupt the unity of the working class. Socialists
of the type of Bevin, Attlee, Blum, Guy Mollet, Spaak, Schuman, Renner,
and Saragat, reactionary trade union leaders like Green, Carey, and Dickin,
are dangerous enemies of a unified working class, who cover their subser-
vience to the imperialist clique by a pseudo-socialist, cosmopolitan
phraseology. The workers must be instructed and trained to defeat their
tactics..
4. To consistently unmask the aggressive bloc and its military-
political alliances, most of all the Western Alliance and the North Atlan-
tic Pact. To call the attention of all democratic elements to war propa-
ganda supported by racial hatred and national animosities. Every move of
the aggressive block must be counteracted by the partisans of peace.
5. To promote the new and effective weapons of mass struggle such as
peace committees in every city and village, petitions, protest meetings,
and inquiries, which are widely practiced in France and Italy. To publish
and disseminate appropriate literature, to collect funds for the peace
campaign, and to boycott motion pictures, radio broadcasts, publications,
and personalities propagating a new war.
6. To reveal the treacherous, antinational tendencies of bourgeois
politics throughout the countries openly subservient to American imperial-
ism. The Communist and workers' parties in these countries must merge their
struggle for independence with the fight for peace, and convince the
workers that the latter will be the bulwark of their political and economic
independence. The Communist Parties of France, Italy, England, Western
Germany, and other countries under the American yoke must work most inten-
sively in this direction.
7. To strengthen the foundations of peace, socialism, and national
security in the People'b Democracies and the USSR.
8. To reveal the true purpose of the nationalist Tito clique as'an
instrument of imperialist aggression plans in Central and Southeastern
Europe.
An appeal of the Communist Parties throughout the world, proclaiming
that no nation. shall fight against the fatherland of socialism, the USSR,
is gaining increasing acceptance and will be a powerful element in assuring
the success of the Communist peace campaign.
