DATE OF INFORMATION 1950 SUPPLEMENT TO REPORT N0. PRODUCTION AND MORALE DETERIORATE IN SHANGHAI. TERTILE FACTORY Shanghai -- Since the China Textile Factory No 12 in Shanghai was taken over, there has been a record of definite success during the process of reorganization. But owing to lack of unity in the basic staff leadership in the administration and in the labor union, labor discipline in the fac- tory has deteriorated and has reduced the prodv~tion capacity. After the recent resumption of work in the factory, the workers' morale has deteriorated a great deal from what it used to be before 6 February 1950. As for labor discipline, some workers stay idle or take naps instead of doing conscientious work. Workers and foremen take turns napping, posting lookouts to give warning if people approach. Another serious condition in the factory is the frequent cases of theft. Thus far the factory has lost more than 200 skeins of foreign yarn, 20 hose-discharge units, 100 oil bottles, 35 canvas begs, 6 pairs of woolen underwear, and workers' bonus totaling one million yuan. Another condition prevailing is wastefulness. Good yarn is used for wiping hands and thrown away later. Some workers use rolls of coarse yarn as pillows, and the yarn becomes useless after having been slept on two or three times. Faced with such serious conditions, the management and the union aid not know how to motivate the strength of the masses to prevent such conditions. They tiled past methods of control and prohibition with disheartening results. For example, to prevent idleness and theft, they posted inspectors, but the stealing and idleness continued unchecked. Now they are trying to unite their efforts to find solutions and rectify the existing mistakes, such as lack of mutual assistance, complacency, and inability to educate the workers. By utilizing a fundamental self-criticism metho3, they are trying to raise the mass a step above its present foundation, restore labor discipline, and increase production.
