(2) City streets narrower than 6 meters. 3. The following constructions come under the provisions of this Cabinet Decision: a. Bridges, ferries, and cableways that are to be in service in con- junction with roads. b. Underdrains, side ditches, roadside tree plantings, fences, road signs, mileage markers: boundary markers, markers for road districts, road supply depots, etc. c. Other constructions considered to be essential in maintaining serviceable roads.. 4. Irrespective of the class, all roads within the jurisdiction of a city administrative district shall be under the supervision of the Ministry of City Planning, and other roads under the supervision of the Cabinet. 5. Each city, county, and township is responsible for all road signs and marks in its area. 6. Every road bureau shall be responsible for furnishing adequate road signs and markers on all four-classes of roads, excluding miscellaneous roads. 7. It shall be the responsibility of each road bureau to see that all d and ing and fal classified roads are iadequate remustpairebed to keep thelroads In case of emergency, q in serviceable condition. 8. In the event a work project undertaken by a nonhighway authority is considered by the authoritiez to be detrimental. to the road system, the highway authorities are permitted to negotiate with the nonhighway authorities engaged in the project either to have the project stopped or to receive compensation for any damage inflicted upon the road. 9. Any work project which may prove to be detrimental to the road system shall not be permitted vithout the specific consent of the highway authorities. The work project, although legal permit may have been obtained, must be report- ed for an official inspection within 20 days after completion. Those desiring construction permits under the circumstances stated in 'paragraphs 8 and 9 must submit papers listed below together with application for a construction permit: a. Project Plans (1) Road classification, names of adjoining roads, and the location of the proposed construction. (2) Purpose of project. (3) Cost of construction. (4) Estimated date of completion. (5) Method of construction. b. Specifications and charts. (1) Ground plan. (2) Longitudinal plan. (3) Working drawings. 11. Individuals or organizations wishing to do the work described below must obtain the necessary permit from an appropriate highway authority: a. New road construction, renovation, or removal. b. Construction of underground passages, ferries, cableways. c. Increase of ferry fares. 12. - In order to obtain a permit for works as described in paragraph 11, the applicant must supply the following information: a. Working Drawing (1) Road classification, name of road system, and location of the proposed project. (2) (3) (4) (5) Purpose of the project. Cost of construction. Estimated date of completion. Method of construction. b. General area and construction charts of the work. 13. Those desiring to collect ferry tolls must make application, accompanied by the following information: a. Statement of Enterprise Road classification, name of read system, and location of ferry. Details of the installations. Toll area and the period of the proposed toll collection. An individual or organization collecting tolls must post the following on a public bulletin board: a. Name of toll collector. b. Toll boundary. c. Rate and method of collection. d. Conditions under which toll-free travel is allowed. 15. The following activities on or nearby.the road are prohibited: a. Plowing the land designated as future road.construction. b. Cutting roadside trees and letting loose horses and cattle. c.
