PLEDGES TO OBSERVE REPUBLIC'S FOUNDING -- Bakinskiy Rabochiy, No 67, 2 Apr 50
In observance of the anniversary of the founding of the Azerbaydzhan
Republic, which will fall on 28 April, the Baku Plant imeni Lieutenant Shmidt
has made a number of pledges.
The year plan for gross production will be fulfilled by 21 December. All
items called for -in the plan will be produced. The 4-month plan will be com-
pleted by 28 April.
During 1950, production of the following equipment will be launched:
modernized four-speed winches; drilling units for 6,000-meter veils; Godzbayev
drilling units having B-2300 internal combustion motors; pump rods made accord-
ing to a new technical process and heat treated along the entire length.
Labor productivity will be raised 13,percent over that of 1949- Commodity
production costs 'will be reduced 1.2 percent below. the planned figure, and above-
plan profits will amount to 650,000 rubles. The turnover of working capital will
be'accelerated, and 500,000 kilowatt hours of electric energy and 120 tons of
fuel will be saved.
Pressure casting and chill casting will be utilized. The application of
high-speed machining will be increased, and additional molding machines and
other machines will be installed.

The Baku Plant imeni Lieutenant Shmidt has fulfilled the first-quarter plan
in respect to the range of products. The plant has build two ShV-8 rotors and
produced hundreds of tons of pig iron, steel, and rolled iron above plan. It
has also turned out several thousand beat-treated rods, to be used in deep-well
drilling.

The Baku Plant imeni Beriya was one of the first in the Azneftemash
(Asia Petroleum Machinery) Trust to fulfill the quarter plan. It has also
put out one portable drilling unit above plan.
FLANTS FACE BIG TASK FOR 1950 -- Bakinskiy Rabochiy, No 73, 11 Apr 50
During 1949, the production of drilling equipment, including deep-well
pumps, metal well derricks, and bits, rose considerably. More than 80 types-
of new equipment were produced. Among them were self-propelled units for un-
derground repair of wells; floating cranes and washing units for marine extrac-
tion; heavy and high-duty rotors and swivels; and three-cutter drill heads,
which have greater cutting power than regular ones and can be used in high-
speed drilling.
The Azneftemash Trust fulfilled the 1949 plan for gross and commodity
production 108.5 percent. Output of equipment was 32 percent greater than in
1948. High-speed cutting methods were applied throughout the trust, raising
labor productivity for cutting, milling, and drilling, nearly 100 percent.
Use of chill molds and centrifugal casting methods has improved the quality
of castings. High-frequency heat treatment has increased the durability of
parts. Application of the Baton electric welding techniques at the Bakinskiy
Rabochiy Plant have improved the quality and sped up the output of heat-exchange
apparatus.
Plants of the trust are now putting out ShV-8 rotors and 53-meter metal
towers, since much of this equipment used in deep-well operations is still
needed. Winches awe being equipped with pneumatic controls which will greatly
speed up hoisting and lowering operations. New technological measures are be-
ing effected to improve the deep-well pumps, about whose quality the workers
in the oil fields have been justly complaining.
This year, multiple-shaft drilling units m- it be put into production.
These units make possible the application of new techniques, increasing the
effectiveness of counterboring at great depths. The most important problem
before the trust, at present, is that of increasing the durability of deep-
well pump shafts. The Baku Plant imeni Lieutenant Shmidt is undertaking that
task.
The trust is called upon to increase its 1950 production 25 percent over
last year's. Over 70 percent of its machine tools are to be turned over to
high-speed methods, and nearly one half of them must be modernized.
Unfortunately, figures for the first quarter of this year show that not
all the plant managers are aware of the tasks before them. Only four plants,
among them the Plant imeni Lieutenant Shmidt, have produced all the items com-
ing under the first-quarter plan.
The Plant imeni Dzerzhinskiy has met the first-quarter plan for production
of deep-well pumps, but has not yet achieved the necessary results in improving
the quality of its products. The Plant imeni Kirov has fulfilled the quarter
plan for commodity production, but has failed to produce the entire range of

The directors of the Plant imeni Volodarsk are displaying a striking
complacency. Up to March, the plant was meeting the program for productiv-
ity, and had begun series output of the new Molchanov automatic, but now pro-
duction has drastically slowed down. Proper technology is not applied, and
the research group has done nothing to aid shop technicians, foremen, and
machinists. Consequently, the plant has cut off production on a whole series
of items essential to the petroleum industry. Part of the blame for the plant's
poor showing rests with the trust, which has done little to foster advanced
technology, or to control production rates.
The Plant imeni Budennyy and the Auto-Repair Plant imeni Lenin have not
met the plan for range of production. Serious deficiencies have recently been
found in the Bakinskiy Rabochiy, imeni Pervyy Maya, and imeni Sardorov plants.
All three were behind in first-quarter production of much petroleum equipment,
and are very slowly liquidating their winter production backlog.
The Plant imeni Sardarov, under Directors Arzumanov and Kuliyev, is espe-
cially backward. Nothing is being done to mechanize labor-consuming work.
The majority of the plants fail to adhere to production schedules, and
this is reflected in the trust's production records. In the first 10 days of
last month, the trust fulfilled only 12 percent of the plan, instead of the spe-
cified 26 percent. About the same amount of work was done during the second 10-
day period, while during the last 10 days, production was rushed through in a
last minute effort.
Unevenness of production is most flagrant at the Bakinskiy Rabochiy Plant
and the Plant imeni Budennyy. Its causes cane traced to failure to prepare
properly accumulated parts and units for assembly, nonutilization of heavy equip-
ment, and uneconomical distribution of the shops' productive area.
On the whole, the Azneftemash Trust has surpassed the first-quarter plan
for gross and commodity production, but has fallen short in production of such
vital equipment as hoists, metal towers, drills, and other items. In March,
production improved in the majority of plants, as they surpassed the month plan.
Achievements of the trust, however, are still far from satisfactory.
At a recent production conference of petroleum industry workers, managers
were not sufficiently self-critical in evaluating the causes of the present
serious situation, and were inclined to gloss over the industry's big shortcom-
ings.
Arzumanov, director of the Plant imeni Sardarov, and Avilov, director of
the plant imeni Stalin, did not say at the meeting what measures they were tak-
ing to Improve production but tried to justify their?positions by cit~.ng poor
material supply for their plants.

The $aku Plant imeni Volodarsk fulfilled the quarter plan ahead of schedule,
putting out one above-plan assembly for the Molchanov apparatus, used in under-
ground repair of oil wells, and 170 above-plan Orlov wrenches.
In observance of the anniversary of the founding of the Azerbaydzhan Repub-
lic, which falls on 28 April, 265,000 rubles' worth of petroleum-extraction
equipment has been produced.
