THIS IS UNEVALUATED INFORMATION RR IN SHANSI AND NORTHEAST STRIVE TO IMPROVE EFFICIENCY TIAI-YUAN RR BUREAU BEGINS COMPETITIVE PLAN -- T'ai-yuan Shansi Jih-pao, 25 May 50 The T'ai-yuan Railroad Bureau on 20 May 1950 began a competitive of s tion plan throughout the lines under its jurisdiction. The purpose i demccrati- zation is to establish a strict system of responsibility, tt improve railroad zation of railroad management, to apply proposed plans operation, to raise operational standards, and to fulfill plans for the sec- ond quarter of 1950. The plan calls for: 1. Transportation Section. Transporting 13,385,345 tons of freight during the second quarter of 1950, attaining 90-100 percent accuracy in de- parture and arrival times for passenger trains and 90-95 percent for freight passe passenger tandnpracticing orderly boarding tinin, aepciofone interiors tainig policy of and alighting from trains. 2. Construction Section. Completing major and minor repairs and main- tenance work on the T.'ai-yuan to Shih-Chia-chuag line, the Shih-chia-chuang to Te-hsien line, and.on a section between Hsin-hsien and Lin-fen, making the Shih-chin-chuang to Te-hsien line passable throughout the rainy season without and making tunnels ' and bridges where tneeded.pae- and adding repairing sidings, improving all the sable3. Communication Section. Repairing all communication lines and poles where needed, preventing communication interruptions, maintaining all signals in proper working condition, and assuring uninterrupted telephone and tele- graph services. 4. Egine Houses. Beginning a clean-up campaign of all locomotives and rolling stock and enforcing compulsory periodic inspections and maintenance of all locomotives to prevent accidents. T'ai-yuan and Shih-chia-chuang Railroad Workshops. Improving inspec- tion and repairs of locomotives. Shih-chia-chuang railroad workshop must also complete inspection of all railroad bridges and make repairs where needed. 6o Workers. Establishing and enforcing an inspection system of all con- struction, machinery, equipment, and materials. 7, Other Sections. The materials supply, and medical sections must give full support for the successful completion of this competitive production plan. RR WORKERS UNION AIDS IN PROPAGANDA WORK -- T'ai-yuan Shansi Jih-pao, 25 May 50 The T'ai-yuan District Railroad Workers Union has organized a Cultural Workers Group to conduct propaganda work along the Ta-t'ung--Feng-ling-tu line to improve operational efficiency. The group consists of 45 men and women se- lected from the union and the Shansi provincial government. The propaganda work is carried out through stage plays, motion pictures, pamphlets, and art exhibitions, PART OF CH'ANG-CH'UN RR ?3EING DOUBLE TRACKED -- New York Rua-ch'iao Jih-pao, 3 Jun 50 Mukden, 26 May (Hain-hua) -- Double tracking of 400 kilometers of the Chi- nese Chang-ch'un railroad line between An-shan and Ch'ang-ch'un is now in progress. The work is expected to be completed by the end of 1950. It will require the building of 81 bridges and the installation of much railroad equip- ment and machinery. Since this is the most heavily traveled section on the line, the second track will contribute greatly to the industrialization of the southern part of the Northeast. This section was double tracked when the Japanese surrendered in 1945, but the Nationalist troops, which temporarily occupied the Northeast, stripped the rails from the second track to build thousands of large and small for- tresses in the southern part of the Northeast.
