The remaining troops in Kwangtung have been reorganized into two garrison
units, both under the jurisdiction of the Canton Garrison Headquarters which is
commanded by Teng Hua. About 3,000 men are now stationed in Canton to guard
the city as well as the surrounding areas, while the remaining 3,000-4,000
troops are deployed along the Canton--Chiu-lung Railroad to guard the line.
It is believed that these troops stationed in Kwangtung will remain for
an indefinite time since replacements are not readily available. It was ru-
mored that the Liang-kuang Column would be sent to replace these troops but it
was sent to Wan-shan Islands to carry out reconstruction activities.
KWANGSI TROOPS TRANSFERRED NORTH -- Hong Kong Kung-shang Jih-pao, 20 Jul 50
Canton, 19 July -- About 2,000 troops of the 163d Division, Fourth Field
Army, which were stationed at Wu-thou, Kwangsi, arrived at Canton on 17 July
1950 and immediately entrained for the north at Huang-sha station. In addi-
tion, some 3,000 Chinese Communist troops stationed at Chao-chiang, Kwangtung,
have been relieved of their assignment and have been ordered to proceed north.
It is reported that while waiting to entrain at the Huang-sha station,
Hsiang Chih-ming (1) umbers refer to appended characters], a battalion com-
mander of the 163d Division, lost his brief case containing official documents.
Although the matter was immediately reported to police authorities, it is ru-
mored that the chance of recovering his brief case is very improbable. It is
generally believed here that the theft was committed by the "Shen-feng" group,
which has been directing its pickpocketing activities against high-ranking Chi-
nese Communist military officials. Canton police authorities have been alerted,
but to date, they have been unable to arrest a member of this group.
ORGANIZES MILITIA TO CURB KMT BANDIT ACTIVITIES -- Hong Kong Kung-sung Jih-
pao, 22 Jul 50
Hui-chou, 21 July -- The transfer northward of the Chinese Communist
troops stationed in Kwangtung is leading to increasing KMT bandit activities,
especially in the Tung-chiang area. To meet this menace, the Chinese Communist
authorities dispatched Commander Tseng Sheng (2) of the Liang-kuang Column to

Hui-chow to reorganize into militia uulum wit: old C, ` ~res,
organizations which were disbanded after the Communist forces occupied the
areas.
Tseng first sought the help of the village people's governments and the
hsien farmers' associations in carrying out this plan. Some 30,000 arms were
distributed to those who agreed to join the militia. Each man was, however,
ordered to sign a statement saying that the weapon would not be used for
guerrilla activities.
A plan has also been adopted to establish a militia headquarters. The
approval of the appointments of Lo Feng-hsiang (3), commander; Yeh Feng (4),
deputy commander; and Kao Ku-ien (5), chief of staff, of this headquarters
from the Central People's government is expected soon.
