The study of weather, changes, their effect on the national economy, and weather prediction is carried on by the Karelo-Finnish Main Administration of Hydrometeor.ological Service. However, the benefits of this institution have been insufficiently utilized. Practice has shown that various economic activities can best be carried out when weather forecasts are consulted. For example, civil aviation can operate only when the forecast is for favorable weather. During May, the civil aviation plan for transporting goods was exceeded by over l? times. The forecast for an early ice break up on rivers made it possible for the directors of the Southern Karelo-Finnish Timber Trust (Yuzhkarelles) to speed up work in preparation for floating timber. Moreover, the fish industry, guided by forecasts, had no shipwrecks and lost no fishing equipment during May. On the other h0nd, .all organizations do not make use of the service's benefits. The republic agric?iltural experimental station in Impilakhti set out tomato plants on 20 May, even though the weather forecast stated that plants easily frostbitten should be planted later. Consequently, these plants were killed by frosts occurring on 28 May.. It is hoped that the Hydrometeorological Service will be more fully utilized. In the upper reaches from Ust'-Kamenogorsk to Pavlodar, the ice is broken. On the Omsk-Ust'-.shim section, 20-50 centimeters of ice have melted. Since the ice this year is quite thick, it is possible for an ice block to form at the ZakhJ.aminskiy sandbank. The ice floe is expected to begin on the following dates: at Cherlak on 23 April, at Omsk on 25 April, at Kartashovo and Ust'-Ishlm on 26 April, and at Tara on 27 April. BLIZZAR' RAGES ON PAR MOTJNTAINS -- Ogonek, Apr 50 A meteorological station is located on Fedchenko Glacier in the Pamir Mountains. Below, on the plains of Tadzhikistan, spring is in full bloom. Around the station, however, a s.sowsto-a is raging; at a distance of 300 meters,. nothing is visible.' At definite intervals, scientific workers record instrument readings on the temperature, humidity and air pressure, wind ve- locity, precipitation, and depth of snow cover. -- Sent by radio to Ogonek from G. S. Volkov, director of the station. GIVES SPRING TEMPERATURES IN YAKUTSK -- Kommunist Tadzhikistana, 5 Apr 50 Yakutsk -- Spring has come to the area north of, Yakutsk. Daytime tem- perature, even in the polar zone in Oymekan, does not drop below 14-16 de- grees above zero. Daylight lasts 15 hours. LATVIAN WEATHER REPORTS -- Sovetskaya Latviya, 8 Jun 50 On 7 June mi nimum temperature in the LAtvi.an SSR was 2-3. degrees above zero at night (Stende, Saldus) and 24-25 degrees above zero during the day (all readings are centigrade). In the next 2 days, light to moderate cloudiness, predominantly without precipitation, is expected. Night temperature will be 7-12 degrees above zero; day temperature 18-24 degrees above zero.
