According to Cabinet Decision No 99, the tlabinet of the Democratic People's
Republic of?Korea has decided to establish a uniform statistical system to keep
accurate records of .the administration of the people's econo~y and related ai-
faira, and to protect state-owned properties and the secrecy attached thereto.
The standard statistical system, as set forth below shall be used whenever the
st?~uYty' covers the subjects listed below:
1. People's economic program and records of its accomplishment
3. Natural resources
4. Production capacities and production facilities
5.. 3tockpilea of raw materials and consumption thereof

7. Agricultural, forestry, marine, and livestock production

9. Amount of food available in the state

1. Authcrized government agencies may undertake periodic statistical sur-
veys of the subjects listed above, through the offices under their ,jurisdictions
(provincial, city, and county people's committees), by using the etsadard_ata-
tistical methods and forma approved by the Cabinet and registered at the o~fioe
of the State Planning Board. All the agency instructions incident~:.to the exe-
cution of statistical surveys must be approved by the Cabinet and recorded at
the office of the State Planning Board.
2. If Rtiy of the offices in the provincial, city, or county people'a com-

agency, a statistical study of the above-listed subjects, it must consult the
provincial, city, or county planning board where such plsas will be recorded;
and obtain approval Yrom the chairman of the people's committee concerned. ~h1a
rule shall not apply to a study of a temporary nature initiated by the provin-
c1a1, city, or county offices for their own needs. .
3. The undertaking ox a statistical survey of the above-listed sub~ecta
by 'organizations other than government agencies or people's committees must be
approves?. in advance by the State Planning Board.
4. Releasing classified statistical data to the public must be approved:
in advance, as follows:
e. If the data is of national significance, approval for its release
must be granted by 'the State Planning Board. ,
b. If the data is of local significance,.the approval must be granted
by the 'local ple:aning board.
c. The approval for release of data limited to the conditions of the
government enterprises (including state-operated farms and enterprises operated
by'the,Burgau of Railways, Ministry of Communications, etc.) may be granted
direct:~y by the agency oftiCials in charge of statiatics.to,the ertent that it?

is ~prohlbited. ~ .
:This decision
People's Committee
shall supersede, as of 29 December 19b8, the ftorth Korean
Decision No 31, dated 6 May 191F7. ~ '
