The East German Ministry for Industry reports that in preparation for the
establishment of its own sir force and civil aviation, the Dessau Aircraft Factory,
which formerly produced Junker aircraft, has received an order to build four pas-
senger aircraft.
It is also reported that all East German meteorological services, including
all observatories, meteorological stations, and institutes for evaluating meteoro-
1G~lcaldiita, have been centralized.
Central air schools have been ope:ied by the Free Ger~:an Youth in all five
Laender of East Germany; with participation restricted to members of the People's
Police.
PACT NEGOTIATIONS SECRET -- Stockholm Morgon Tidningen, 8 Sep 50
Berlin, 7 September -- East Germany end Poland have held negotiations on
a, secret mutual military assistance pact in the event of an attack, it is re-
ported in the West Berlin newspaper Depesche. .The negotiations will be kept
secret from the East German populace for a while yet, as opinion ids not yet
considered ripe for such a pact with Poland, the newspaper reports.

Soviet tank units have been carrying out extensive tank maneuvers in Sachsen
recently,- and a night movement of 60 T-34 tanks caused uneasiness among :he popu-
lace of Leipzig-Stoetteritz. Eyewitnesses report that in addition to Soviet
soldiers, they noticed People's Policemen among the tank crews.

According to estimates made by illegal '~~order-croasera, the Soviets have
concentrated approximately 70,000 troops in the Letzlinger Heide (heath) near
Hillersleben. Since spring 1950, extensivE maneuvers have been carried out
in this area, Which is about 50 kilometers .'rom '-he Nieder-Sachsen zonal bor-
der.

In a secret conference of People's Police chiefs in East Berlin, it lras
decided,.reportedly, to effect g 50-percent increase of the Political Police

are to be expanded 40 percent, artillery units 20 percent, and the armored
group 20 percent. A 30-percent increaae of the Aviation Unit (lufttechnische
Oruppe) and a 10-percent increase of coast guard patrols have also been de-
manded.
It is assumed that the monthly budget of the East German police brill rise
from 90 to 150 million Deutsche marks as a result of these measures.
