PEIPING C019FERENCES CLARIFY UNION-YOUTH CORPS RELATIONS IId FACTORIES Peiping (Hsin-hua) -- The National Conference of Working Committees for Young Workers, sponsored by the ACFL (All-China Federation of Labor) was held 22 - 23 July 1950, and the National Conference of Youth Corps Working Commit- tees in Factories, sponsored by the Central Committee of the New Democracy Youth Corps in China was held 24 - 2$ Ju'?.y 1950, The two national conferences met in Peiping and were attended by 125 Youth Corps and labor-union cadres, They decided that activities of the Youth Corps cadres in factories should be united under the leadership of factory unions and that union-corps cadre activities should be guided by a mutual assistance policy. Li Li-san, deputy chairman of the ACFL, and Feng Wett-pin, secretary-general of the Youth Corps Central Committee, gave important speeches during the prepa- ratory meetings of the conferences, Tung Hsin (1) umbers refer to appended characters], deputy chief, Young Workers Department of the ACFL, aan~unced the future aim and the task for union cadres. Lu P'ing (2), chief, young Workers Department, Youth Corps Central Committee, summarized the activity reports of the Youth Corps. In his speech, Li Li-san reiterated some of the points in Liu Shao-th'i's directive: "All activities among young workers must be carried out entirely under the ~mited leadership of a labor union. Youth Corps cadres, working among young workers, must preserve, consolidate, and strengtsen the leadership of the union as regards young workers and not hinder or break up the united leadership." Li Li-san went on to eay that Comrade Liu's c~.irective should be used as a guide in the future activities among young workers and added that his directive especially points out the increasing responsibility of union cadres. He contin- ued: ...__ "Union cadres should recognize that young workers constitute the most active group within the xorking class. Therefore, sll union activities should be based on them, Union cadres should enc-:,urage Youth Corps members to influence young workers to elevate their class consciousness and to increase their aggressiveness and creativeness, Some union cadres believe that the work among young workers should be carried on solely by the unions and that the Youth Corps should be eliminated. That is to say, the work of the Youth Corps has followed a program of concerted action with the labor movement and union activities: "In some isolated cases, however, there existed one-sided tendencies," he said, "but such cases are now gradually being corrected. Some Youth Corps members also failed do recognize the need for getting approval from the fac- tory unions before carrying on their work among young xorkers." Tung Hsiu stated that labor unions cadres must recr~~it young workers to participate in union activities; promote production campaignq; elevate the po- litical, cultural, and technical level of workers, and train them to become useful ?~echnicians.
