THIS IS UNEVALUATED INFORMATION GIVES DATA ON LOCAL AUTONOMOUS GOVERN1YfENTS AND INNER MONGOLIA AUTONOMOUS REGION FORM AUTONOMOUS NATIONALITIES GOVERIMENTS -- Hong Kong, Ta Kung Pao, i6 Oct 50 Lan-thou, 15 October (Hain-hua) -- A Tibetan settlement of Cho-ni Ch'u in southern Kansu,has formed a ch'u autonomous government administered by the Cho- ni Autonomous Ch'u Administrative Committee which was formally established on National Independence Day, Sian, 15 October (Hain-hua) -- On 25 September 1950, the Tung-hsiang Au- tonomous Ch'u People's government was formed in Kansu Province. The ch'u in- cludes the Lin-hua area on the western aide of the T'ao Ho where some 700,000 Moslem live. MINORITIES FORM SELF GOVERNMENTS -- New?York, Hua-ch'iao Jih-pao, 25 Oct 50 Chungking, 16 October (Hain-hua) -- The Hsi-shan and the Kuei-span Ch'u People's governments recently were able to secure a status of self -rule for the A-hsi and Sa-ni minority tribes in the I-liang Special Administrative Dis- trict of Yunnan. More than 10 percent of the 66,000 people living in Hai-shan Ch'u of Mi-lo Hsien are of the A-hsi tribe. Prior to liberation, the A-hsi tribesmen were forced to disperse into Pine Chinese haiangs and chess in Mi-lo sad Lu-nan hsiens, and some 30,000 Sa-ni in Kuei-shan Ch'u went to Lu-nan, Lu-liang, Lu- hsi, and Mi-lo hsiens, , The two ch'u people's governments were formed in February 1y~9. Subse- quently, the Yunnan Provincial People's government authorized the return of Hei-shan and Kuei-shan ?~o Mi-lo Hsien and Lu-nan Hsien. Sanitized Copy Approved for Release 2011/07/22 :CIA-RDP80-00809A000600360069-6 Sanitized Copy Approved for Release 2011/07/22 :CIA-RDP80-00809A000600360069-6 -1 f TNNER MONGOLIA ENLARGES BOUNDARY -- Hong Kong, Hsing-tao Jih-pao, 17 Oct 50 P.:iping, 16 October (Hain-hua) -- To facilitate administrative control and to act according to the spirit of the nationalities policy outlined in the Common Program, the ministry of Interior, Central People's government, appro~?ed the incorporation of the following areas of Chahar into the Inner Mongolia Au- tonomous Region: All of Hua-te Hsien (3) except the thi??d ch'u; the area north of the Kal- gan -- To-lun Highway in Pao-yuan iIsien (4); all of the Teu-yin area (5) along the southern border of the T'ai-tso-ch'i (6) ~iresumably T'ai-p'u-tso-tso-i- ch'i (7)7; and all of To-lun Haien (8), except the second ch'u. The areas retained by Chahar Province include the third ch'u of Hua-te Hsien, placed under the ,jurisdiction of Shan-tu Hsien (9); the area south of the Kalgan -- To-lun Highway in Pao-yuan Hsien; and the second ch'u of To-lun Hsien, which has been merged with Ku-yutn Hsien (10). Boundary adjustments were begun on 10 August and completed around 17 Au- gust.
