The PLA has completed a major portion of the Hsi-ning to Yu-
shu section, 814 kilometers long, of the projected Tsinghai-Tibet
highway.'
A Highway Reconstruction Committee has been established in
Kwangtung and the government is planning to complete repairs on
all main Central Kwangtung area highway's by the end of 1950. As
yet, 70 percent, 6;263 kilometers, of said highways are not yet
open for vehicular.traffic. The Tung Chiang Area Highway Con-
trol Office has also been ordered to complete repairs on four
highways by the end of 1950 to facilitate coastal defenses of the
Third Field Army.
The Swatow--Hsingning highway was opened for traffic on 5 No.'-
vember, and most of the highways in Ho-yuan Esien, Kwangtung, are
already opened or will soon be.
SOLDIERS BUILD TSINGHAI-TIBET HIGHWAY -- Hong Kong, Ta Kung Pao, 26 Oct 50
Sian -- The People's Liberation Army, working on the construction of
the Tsinghai-Tibet highway, has made the road usable as far as the Yellow

In Nay .19142, Ma Pu-fang, former governor of Tsinghai Province, had some
work done on this project. In May 1950, the troops of the PIA stationed in
Tsinghaiiwere ordered to resume the work. The projected route passes through
a region of high steep nouat4ine,' At 0-la Shan the route reaches an elevation
of 4,500 meters above sea level, and at Ch'ang-shih,Shan, over 4,600 meters.
The very severe, climatic conditions encountered include: rarefied atmosphere,
cold, ice, snow, and sudden changes in temperature, as. well as malarial con-
ditions. Sometimes the temperature, drops to 10 degrees below zero.. A snow
fall one foot deep or several hailstorms may occur in one day.

After crossing the Jih-yueh Shan, the route enters the extensive grassy
plains, where there are few human-habitations and drinking water has-to be
brought by motor truck from distances as great as 100 li. The atmospheric
pressure sometimes drops to the point where water boils at 70 degrees centi-
grade. Fresh veo tables apo3.l during transportation and are not available
for the soldiers' diet. In spite of all these difficulties, the morale of
the men is kept up and the work goes forward
REPAIR HIGHWAYS IN CENTRAL KWANGTUNG -- Hong Kong, Hsing-tao Jih-pao, 8 Nov 50
The government authority in Central Kwangtung Province is pushing. the
completion of repairs to all main highways in that area by the end of 1950.
Completion of the highways will facilitate the flow of military supplies and,

the plans for economic prosperity. According to available data, 6,263 Central
meters, or about 70 percent of the total kilometers of highways
Kwangtung area, are not yet open for vehicular traffic.
The whole project is being handled by the-recently established Central
Kwangtung Area Highway Reconstruction Committee and, under its supervision,
repairs to the following highways will be undertaken immediately: K'ai-p'ing
to Hsin-shing, K'ai-p'ing to Sha-p'ing through Tan-shui-k'ou and Hao-shah;
Tai-shsn to Ch'ih-ch'i through Tu-lu, and Yang-chiang to Hain-hsing through
Yeugtch'.tw? To complete the work on these highways, many local inhabitants
will be mobilized and help will also be given by the military forces in the
Central Kwangtung area and by the construction units of the Kwangtung::PrOvin-
cial government.
REPAIRS HIGHWAYS IN EASTERN.KWANGTUNG -- Hong Kong, Hsing-tao Jih-pao,

Canton, 8 November -- To strengthen the Third Fieid Army's defense !Inca
along the coast of eastern Kwangtunp, military, authorities of the CCP have
ordered the Tung Chiang Area Highway Control Office to begin repairs on the
following four highways,,in November and to complete the work by the end of

'SWANTOW TO HSING-NING HIGHWAY IS OPEN --Hong Kong, Hsing-tao Jih-pao, 12 Nov 50
Swatow -- Repairs on the highway from Swatow to Hsing-ping through Chieh-
yang'have been completed and the-road was opened for traffic on 5'November 1950.
Daily passenger and freight services are now available between these two cities
at 120,000 yuan per person ahd-85,000 yuan per 100 thin of freight.

Canton, 22 November -- On 10 November 1950, the Highway Reconstruction
Committee, under the Kwangtung1 o'vinciai g6'bei Mi and. the Kwangtung Military
District, was established in Canton. Its duties in conjunction with the
Tranapprtaticn Section of the provincial government are to: (1) supervise
repairs on all main highways in Kvangtung Province, (2) plan and supervise
construction of new highways, and (3) mobilized junior and senior civil engi-
neering students in the Chung-shah, Ling-nan, Canton, and Kuo-ming univer-
sities and the Trien-yu Higher Technical College.for participation in the
highway construction program.for training and future assignment.

En-p'ing,.Tai-shah, K'ai-ping, and Yang-chiang, and those in Kao-ming Helen,

REPORTS CONDITION OF HIGHWAYS IN HO--UAN RSIEN -- Hong Kong, Hsing-tao Jih-pao,
23 Nov 50
Ho-yuan, 10 November -- Most of the highways in Ho-yuan Helen, Kvangtung,
are either already opened, or will be opened for traffic soon. The main high-
way in this hsien Is the Qiariton--HEidg-mom highway which goes through Ho-
yuan and Lao-lung. While the section from Ho-yuan to Lao-lung and-to Hsing-
ning, and a branch highway from Teng-t'a to Chung Bain?and Hua-p'ing,are open
for traffic, the section from Ho-yuan to Canton is closed temporarily for re-
pairs.
