The pro-KMT Hong Kong newspapers, between 3 September and 21 No-
vember 1950, reveal a large number of Soviet personnel assigned to
China and special Soviet interest in strategic locations and materials
in China.
Approximately 150,000 Soviet personnel not including those in the
outlying areas are stationed throughou* China; 400,000 are stationed
in Sinkiang alone.
Of Shanghai's 20,000 Soviet personnel, 15,000 have been trans-
ferred to the Northeast.
Five Soviet air instructors are assigned I,o Canton to train the
Chinese Communist Air Force personnel to handle Soviet aircraft.
Twenty-seven Soviet advisors arrived at San-ya, Hainan, to study
the natural resources in the area. Yu-11n Chiang, Hainan, has been
converted into a submarine base for the USSR, and Hai-ting Airfield in
Hai-k'ou is undergoing repairs.
150,000 SOVIET PERSONNEL IN CHINA -- Hong Kong, Kung-shang Jih-pao, 13 Sep 50
Taihoku, 12 September -- Approximately 150,000 ffigures given below total
175,5927 Soviet personnel are reported to be in China. There are 1,540 dis-
tributed among: the 70 regular Chinese Communist arn!ie's,.which have five advisors
attached to each division, and from six to eight to each army headquarters.
This averages about 22 Soviet advisers in each Chinese Communist army. In ad-
dition, there are. approximately 460 Soviet personnel attached to high-level
military agencies such as army group headquarters, field army headquarters, and
military district headquarters. The total number of Soviet personnel with the
Chinese Communist ground forces is thus estimated to be about 2,000.
There are at'least 240 Soviet' advisers attached to the navy, and. 350 at-
tached to the CCAF (Chinese Communist Air Force). Also attached tq,the CCAF are
13,000 Soviet technicians, including 2,500 Soviet antiaircraft personnel.

There are approximately 18,000 Soviet intelligence agents in Communist
China, representing themselves as Russian-language teachers, physicians, and
authors. Approximately 20,000 regular USSR a4 viers are stationed at Shan-
hai-kuan, and since the Korean conflict, 120,00Soviet troops have been sta-
tioned in Northeast China which includes the Port Arthur and Dairen area. The
above-mentioned Soviet personnel do not include those who are assigned to
guard duty along rail lines and stationed in rural areas.
200,000 SOVIETS TRAIN SINKIANG PEOPLE'S ARMY -- Hong Kong, Kung-shang Jih-pao,

It is reported that 200,000 of the 400,000 Soy -~t personnel in Sinkiang
are engaged in training the Sinkiang People's Army, while the remaining 200,000
are scientists, including mining specialists.
15,000 SHANGHAI SOVIET PERSONNEL TRANSFERRED TO NORTHEAST -- Hong Kong, Hsing-
tao Jih-pao, 21 Nov 50
Taihoku, 20 November -- It has been reported that 15,000 Soviet advisers
and technicians, including engineers, air force ground crew personnel, medical
specialists, and others, formerly stationed at Shanghai, have been transferred
to the Northeast, leaving only 4,000 Soviet personnel in the city. In May 1950,
there were approximately 20,000 in Shanghai, making preparations to attack
Taiwan, but since the Korean conflict started, the emphasis has shifted to the
Northeast.
It has been further reported that, to cope with the present international
crisis, Stalin has placed, in various key positions in the Chinese Communist
forces and high command headquarters, 4,000 hand-picked Chinese who have studied
in the Soviet Union for more than 3 years and yho are taking their orders from
Moscow. These men, completely loyal to Stalin, have been given absolute author-
ity over all activities without being accountable even to the Peiping government.
Such personnel include Hsiao Lin-ta (1) umbers refer to appended character,
Chief of the CCF First Field Army Political Headquarters; Liu.K'uei-chi (2), a
representative on the staff of the Third Field Army General Heaaquarters;and
Li T'ieh-yu (3), a representative in the Nwial?Forces.'
FIVE SOVIET AIR INSTRUCTORS TRANSFERRED TO CANTON -- Hong Kong, Kung-shang Jih-pao,
16 Sep 50
Canton, 15 September -- Five Soviet air force instructors arrived at Canton
from the Hung-ch'iao area in Shanghai to train Chinese Communist Air Force per-
sonnel stationed in Canton in handling Soviet-made aircraft.
Last week, two Russian jet planes flew into Canton duri.;g the night and landed
at Pai-yun airfield. At present, these jet planes are in a hangar at a Canton air
base.
27 SOVIET ?DYISERS ARRIVE AT HAINAN -- Hong Kong, Kung-shang Jih-pao, 30 Sep 50
Taihoku, 29 September -- A KMT spokesman reports that 27 Soviet advisers
reached San-ya in southern Hainan on.19 September 1950 to assist in the study
of the natural resources in the area. Hainan is reported to be rich in iron ore.

YU-LIN CHIANG BECOMES USSR SUBMARINE BASE - - Hong Kong, Kung-shang Jih-pao,
3 Sep 50
Taihoku, 2 September'-- A well-informed source reports that the _oviet Union
has converted Yu-lin Chiang in Hainan into a Soviet submarine base. Witnesses
have seen the submarines'on the surface. It is reported.that over 150 Soviet ad-
visers,. engineers, and technicians have been working to convert this harbor into
an important USSR base. Over 5,000 local civilians were mobilized for this proj-
ect which was completed in August 1950.
? Since Hai-ting Airfield in 1!:,.i-k'ou was heavily bombed by'the KMT Air Force,
repairs are still being made.
